The Vegas Strip Wars (also called The Las Vegas Strip Wars) is a 1984 television movie directed by George Englund and starred Rock Hudson (his final television movie), Sharon Stone, James Earl Jones and Pat Morita.

The plot involves a charming Las Vegas hotel owner named Neil Chaine (Hudson) who gets fired by his superiors from the hotel-casino where he operates. Determined to seek revenge on his former employers in a subtle way, Chaine uses his severance pay to purchase a decaying casino next door to his former hotel to turn it into the Strip's top attraction. Help for Chaine comes from an asortment of people who include Sarah Shipman (Stone) a young casino hostess who tries to help him gain a gambling license, as well as Jack Madrid (Jones) a flamboyant sports promotor who is asked to hold a boxing match at Chaine's hotel, while Madrid may or may not be on Chaine's side... depending on where the money should be.

Towards the end when Chaine's new hotel looks like it will be closed down because of various debts having rung up during his opening of the place, he decides to settle his debts by playing high-stakes roulette and craps at his former partners hotel to get the money the honest way and not through various and less-than-legal means.

Synopsis

Vice police detectives Frank Divinci (James Belushi) and Jake Rodriguez (Tupac Shakur) gun down narcotics dealer Lionel Hudd (Kool Moe Dee), after the three engage illegally in drug trafficking; this is in order to recover the cocaine Hudd purchased from them. When Divinci and Rodriguez find out Hudd was actually a "deep cover" DEA agent—because Hudd's partner, Richard Simms (Gary Cole) drops by their precinct for help sniffing out the killers—they try to frame anyone else with the murder. It does not help that Rodriguez has outstanding gambling debts, and that a huge man known only as "Mr. Cutlass Supreme" (Tiny Lister) is on his case for it. After arresting numerous felons without success (because they cannot possibly link Hudd's murder to any of them), Divinci and Rodriguez arrest a homeless drunk by the name of Joe Doe (Dennis Quaid). While Joe is still intoxicated, the detectives convince him that he shot Hudd. They even make him sign a confession. Divinci and Rodriguez convince local stripper Cynthia Webb (Lela Rochon), also Divinci's mistress, who was the "bait" in their trap for Hudd, to "identify" Joe in a police line-up.

In 1973, Sam "Ace" Rothstein (Robert De Niro) is a sports handicapper and Mafia associate who is sent to Las Vegas to run the Teamsters Union-funded Tangiers Casino on behalf of the Chicago Outfit. He hires old friend Billy Sherbert (Don Rickles) as his manager. In between, Ace and his friend, mob enforcer and caporegime Nicholas "Nicky" Santoro (Joe Pesci), narrate how the mob bosses control the Teamsters Union, which gives out money for casinos that they own, such as The Tangiers, and how they also drive off rival crews and get rid of cheaters. Ace becomes the Tangiers' de facto boss by taking advantage of lax gaming laws allowing him to work at the casino while his gaming license is still pending. He doubles the casino's profits, which are skimmed by the Mob before the records are reported to income tax agencies. The bosses are impressed with Ace's work and send Nicky to protect Ace and the whole business, along with Nicky's brother Dominick, Nicky's friend and subordinate Frank Marino (Frank Vincent), and the rest of Nicky's soldiers in his crew. Nicky, however, becomes more of a liability than an asset; his criminal activities- which he makes nearly no effort to conceal- and his violent and vicious temper quickly gets him banned by the gaming board from every casino, and his name is placed in the Black Book. In retaliation, Nicky gathers his own crew, opens a jewelry store and restaurant, begins running unsanctioned shakedowns and burglaries, and soon after is considered the mob boss of Vegas.

Dalton Russell (Clive Owen), seated in what appears to be a jail cell, opens the film with a prologue about having carried out the "perfect robbery". A van is driving from Brooklyn to the Wall Street area. Inside is a team of masked robbers, dressed as painters, who call each other by variants of the name "Steve" (i.e. Steve, Stevie, Stevo). They seize control of a Manhattan bank and take the employees and patrons hostage. They divide the hostages into groups and hold them in different rooms, forcing them to strip and don painters' clothes identical to their own. The robbers rotate the hostages between various rooms and occasionally insert themselves covertly into the groups, while also taking turns working on an unspecified project involving demolishing the floor in one of the bank's storage rooms.
