Dans le Vieux-Port de Marseille, César tient le bar de la Marine, avec son fils Marius. Cependant, le jeune homme rêve d'embarquer sur l'un des bateaux, qui passent devant le bar, pour partir vers des pays lointains. Fanny, une jeune et jolie marchande de coquillages, est secrètement amoureuse de Marius depuis des années. Ce dernier est lui aussi épris de la jeune femme, mais n'a jamais su lui avouer. Pour retenir Marius de ses envies de voyage, Fanny déclare son amour à Marius et le rend jaloux par le biais d'un vieil ami de César, Honoré Panisse, qui, bien que beaucoup plus âgé, courtise Fanny. Malgré son désir de partir, Marius renonce à ses projets et décide de choisir Fanny. Contre toute attente, Marius cède à l'appel de la mer et embarque avec l'aide de Fanny qui préfère le voir heureux loin d'elle plutôt qu'insatisfait auprès d'elle.

Marius and Jeannette live in the same working-class apartment complex in Marseille, in close proximity with their neighbors. The lame Marius is a security guard at an abandoned cement works, and since the company has gone out of business and the plant will soon be demolished, he is squatting in order to save money. Jeannette is a single mother raising her two children on her own on a meagre supermarket checkout operator salary. They meet when Jeannette tries to steal two cans of paint from the cement lot, and Marius catches her and tries to chase her. The following day Marius comes to her door to apologize, and brings her the two cans of paint. A relationship soon develops between them, but as both have been wounded by marital difficulties, and life in general, they are hesitant to become committed. It does not help that Jeannette's romantic fantasy notions are different from Marius' practical ideas. The two must learn how to love again in order for their relationship to blossom.

Patricia, a peasant girl, becomes pregnant by Jacques, a military pilot from a local town family. Philippe Abrams is the manager of the postal service (La Poste) in Salon-de-Provence, Bouches-du-Rhône, in southern France. He is married to Julie, whose depressive character makes his life miserable. Philippe does everything to get a job at an office on the Mediterranean seaside to make her happy. As this favourable position will be granted to somebody who is disabled, Abrams decides to pretend that he is. However, the management finds out. As punishment, he is banished for two years to Bergues, a town near Dunkirk in northern France. Northern France – and the Nord-Pas-de-Calais region in particular – is considered "the sticks" – a cold and rainy place inhabited by unsophisticated ch'tis who speak a strange language (called "ch'ti" in local parlance, and "cheutimi" in the South). He has to spend his first night at Antoine's place, a co-worker of his. Philippe initially dislikes Antoine for his rude behaviour and because he thinks Antoine is gay (he found photographs of Antoine dressed as a woman, but they were taken during a carnival party). However, later in the film, Antoine and Philippe become best friends.

Sur la côte marseillaise, une petite tribu a ses habitudes au cabaret de Joséfa, le « Perroquet Bleu » qui périclite faute de clients. Les copains marginaux ou en perdition sociale se rassemblent au bar : il y a Jaco, chômeur et malheureux en ménage, Patrick, un autre chômeur marié avec Marie-Sol, femme de ménage qui ne tarde pas à rejoindre leur clan après avoir refusé les avances de son patron et enfin Otto, un ancien légionnaire. Le bon ami de Joséfa, José, qui fait office de barman, recueille un jour Vénus, une jeune droguée. Tout ce petit monde se retrouve bientôt hébergé au Perroquet Bleu dans un bel élan solidaire. Les difficultés ne continuent pas moins de s’accroître : la femme et les enfants de Jaco le quittent, la situation financière s'aggrave pour tous, le cabaret menace faillite et enfin, le drame : Patrick se suicide pour que sa famille puisse toucher l'assurance-vie.
