A joint Anglo-American plot is devised to steal a highly advanced Soviet fighter aircraft (MiG-31, NATO code name "Firefox") which is capable of Mach 6, is invisible to radar, and carries weapons controlled by thought. Former United States Air Force Major Mitchell Gant (Eastwood), a Vietnam veteran and former POW, infiltrates the Soviet Union, aided by his ability to speak Russian (due to his having had a Russian mother) and a network of Jewish dissidents and sympathizers, three of whom are key scientists working on the fighter itself. His goal is to steal the Firefox and fly it back to friendly territory for analysis.

The time is the early-to-mid-1960s, the height of the Cold War between the United States and the Soviet Union. An unknown aircraft approaches North America from Europe. American bombers of the Strategic Air Command (SAC) are scrambled to their fail safe points near Russia. The bombers have orders not to proceed past their fail safe points without receiving a special attack code. The original "threat" is proven to be innocuous and recall orders are issued. However, due to a technical failure, the attack code is transmitted to Group Six, which consists of six Vindicator supersonic bombers and four escort fighters. Colonel Grady, the head of the group, tries to contact Omaha to verify the fail-safe order (called Positive Check), but due to Soviet radar jamming, Grady cannot hear Omaha. Concluding that the attack order and the radar jamming could only mean nuclear war, Grady commands Group Six towards Moscow, their intended destination.

"B for Bertie" is an RAF Vickers Wellington bomber whose crew was forced to bail out over the Netherlands near the Zuider Zee after one of their engines was damaged during a nighttime raid on Stuttgart. Five of the six airmen find each other; the sixth goes missing. The first Dutch citizens they encounter, led by English-speaking schoolteacher Else Meertens (Pamela Brown), are suspicious at first as no aircraft is reported to have crashed in the Netherlands (the abandoned bomber actually reaches England before hitting a pylon). After much debate and some questioning, the Dutch agree to help, despite their fear of German reprisals.

Lieutenant Jake "Cool Hand" Grafton (Brad Johnson) and his bombardier/navigator and best friend Lieutenant Morgan "Morg" McPhearson (Christopher Rich) are flying a Grumman A-6 Intruder over the Gulf of Tonkin towards North Vietnam. They hit their target, a suspected truck park which actually turns out to be trees. Morg is fatally shot in the neck by a Vietnamese peasant. During the last days of the Vietnam War, USAF Lieutenant Colonel Iceal E. "Gene" Hambleton (Gene Hackman) call sign BAT-21 Bravo, is flying on board a EB-66C electronic warfare aircraft, engaged in electronic countermeasures preparatory to a major bombing strike. Without warning, a number of SA-2 Guideline surface to air missiles are launched from South Vietnam, targeting their aircraft. A massive SAM explosion tears off the tail and Hambleton, in the navigator's position, ejects as the sole survivor of the six-man crew.

Dieter Dengler, a German-born U.S. Navy pilot in squadron VA-145, is shot down in his A-1 Skyraider over Laos in February 1966, while on a combat mission. He survives the crash only to be pursued, and ultimately captured, by the Pathet Lao. Dengler is given the chance for leniency by the Province Governor if he signs a document condemning America, but he refuses. He is tortured and taken to a prison camp. There he meets fellow American military soldiers and pilots, such as Gene DeBruin and Duane W. Martin, along with Y.C., Procet, and Phisit, some of whom have been captive for years. Dengler begins planning an escape, much to the disbelief of his fellow combatants, who have been downtrodden through physical and psychological torture by the camp guards.
