The plot is loosely based on the gathering of little people in a Hollywood hotel, to audition for roles as Munchkins in the movie The Wizard of Oz. The movie also has nobility, assassins, spies, and tourists.
The movie was nominated for Razzie Awards for Worst Musical Score by Joe Renzetti, and Worst Supporting Actor (Billy Barty). It received extremely negative reviews, many of which condemned the various sight gags involving the little people.
The film marked the first acting role of dwarf actor Phil Fondacaro, as well as his brother Sal Fondacaro.
It was partially filmed on location at the Culver Hotel, where the "Munchkins" actually stayed during the production of Oz.

The members of the Feathered Friends' Board of Birds (consisting of the Madame Chairbird, a sparrow, a turkey, a puffin, a robin, and an owl) discuss their situation about Big Bird and hope that they can find a bird family to put him with. The group's social worker Miss Finch (performed by Cheryl Wagner and voiced by Sally Kellerman) is sent to Sesame Street to find Big Bird a worthy bird family and bring him to the selected family. After leaving Sesame Street, New York City, New York, Miss Finch brings Big Bird to the fictional town of Oceanview, Illinois to live with a family of dodos. An ancient Chinese scroll is stolen from a museum in Los Angeles and teenage Don Pringle (Kirk) arrives on Catalina Island simultaneously. Although approximately half of the film involves swimsuit-clad adolescents dancing on yachts in several different dance montages, Pringle and his friends investigate the scroll's theft and discover that the parents of one of the boys is responsible — also while attempting to woo a mysteriously depressed young woman Katrina Corelli (Ulla Strömstedt) from her vaguely threatening boyfriend Angelo (Lyle Waggoner). After wrestling the scroll away from Angelo and his cohorts, bent on more dangerous results (in an underwater scuba diving action scene), the boys secretly return the scroll to the museum to the relief of the repentant parents.

Recent divorcée Gloria Mundy (Goldie Hawn) is a San Francisco librarian. While attending a party, she is encouraged by a friend to leave herself open to new experiences. She impulsively accepts Scotty's invitation to join him at the movies that evening, and before they part ways he asks her to take his pack of cigarettes in order to help him curb his smoking. Unbeknownst to her, Scotty has secreted a roll of film in the pack. That evening, a seriously wounded Scotty meets Gloria in the theater and warns her to "beware of the dwarf" before dying. When his body mysteriously disappears while Gloria seeks help from the theater manager, she is unable to convince anyone of what has transpired.
