British private detective Edward Mercer (Richard Todd) is employed to travel to Venice and locate an Italian who is to be rewarded for his assistance to Allied airmen during the Second World War. Once he arrives in Italy, however, he becomes mixed up in an assassination and a great deal of mystery. The mystery revolves around whether Renzo Uccello (John Gregson) actually died a few years earlier in World War II or not. The city of Venice provides a familiar and magnificent backdrop for the story.

The Royal Navy is concerned about constant attacks on convoys by German submarines and having to keep "half the fleet" watching for the German battleship Tirpitz. The Tirpitz is 60 miles from the sea inside a Norwegian fjord and attempts by the Royal Air Force to sink her have failed. Commander Fraser (Mills) is determined to prove that an attack by human torpedoes is practical, despite scepticism from the higher echelons that such an operation would be feasible.

Coming to the assistance of a nanny who is almost killed during a bungled hit-and-run assassination attempt, Richard Hannay (More) is surprised to find that there is no baby in her pram. Curious, he meets her at the Palace Music Hall where she has gone to see the act of Mr Memory (James Hayter). Afterwards, she goes back to Hannay's flat with him, where she reveals that she is a spy working for British Intelligence following a group called "The Thirty-Nine Steps"; all they know about their elusive leader is that he is missing the tip of a finger. The Thirty-Nine Steps are in possession of a set of top-secret plans for "Boomerang", a British ballistic missile project that could tip the balance of power in Europe. She tells Hannay that she must leave for Scotland immediately, but while Hannay is out of the room, she is killed by two hitmen.

Before a major motor race in Italy a man is hired by a British racing team to headhunt the designer of a rival team. However, when he fails, he attempts to steal the team's designs instead. When he is disturbed in the middle of the theft, he is forced to shoot his way out, killing five people. The head of British team plans to cover up the crime by using the race to smuggle the man out the country.
