In 1939 New Orleans, a roguish German Shepherd named Charlie B. Barkin escapes from a dog pound with the help of his friend, a dachshund named Itchy Itchiford. They return to a casino riverboat on the bayou, which is formerly run by Charlie with his partner, a bulldog named Carface Caruthers. Not wanting to share the profits with Charlie, Carface persuades him to leave town with 50% of the casino's earnings. Charlie agrees, but is later intoxicated and murdered by Carface. He is sent to Heaven where a whippet angel named Annabelle (who was named in the sequel) tells him that a gold watch representing his life has stopped. He steals and winds it, sending Charlie back to Earth, but is told that if he dies again, he will go to Hell. After reuniting with Itchy, they discover that Carface is holding an orphan girl named Anne-Marie (presumably kidnapped from the orphanage by Carface), who has the ability to talk to animals and gain knowledge of a race's results beforehand, allowing Carface to rig the odds on the rat races and become rich. They rescue her, intending to use her abilities to get revenge on Carface, though Charlie tells her that they plan to give their winnings to the poor and help her find parents.

In the Australian Outback, a young boy named Cody rescues and befriends a rare golden eagle named Marahute, who shows him her nest and eggs. Later on, the boy unknowingly falls into an animal trap set by Percival C. McLeach, a local poacher wanted by the Australian Rangers. When McLeach finds one of the eagle's feathers on the boy's backpack, he is instantly overcome with excitement, for he knows that catching an eagle that size would make him rich because he had caught one before, which was Marahute's mate. McLeach throws Cody's backpack to a pack of crocodiles in order to trick the Rangers into thinking that Cody was dead, and kidnaps him in his attempt to force him to reveal the whereabouts of Marahute.

An enchantress, disguised as an old beggar, offers a rose to a young prince, in exchange for shelter in his castle from the cold, but the prince refuses. Dorothy Gale (Ashanti) is an orphaned teenage girl living in a trailer park in Kansas. Her Aunt Em (Queen Latifah) and Uncle Henry (David Alan Grier) own a diner, to which Dorothy works for room and board. Her dream of becoming a singer is slim, but when waiting on some truckers Dorothy overhears that the Muppets are conducting a cross-country show called "Star Hunt" and are looking for a backup singer. Aunt Em disapproves, but with Uncle Henry's best wishes, she goes to the audition. However, the Muppets are about to end the audition, and Dorothy only manages to give them a demo CD that she created beforehand. In returning home, the civil defense sirens sound as a tornado is headed for Dorothy's trailer park. When Aunt Em and Uncle Henry run into the county storm shelter for safety, Dorothy hurries back to her family's mobile home to get Toto, her pet prawn. She does not make it out in time, and the two are swept by the tornado across the vast fields of Kansas. When Dorothy climbs out of the wreckage, she finds that Toto (Pepé the King Prawn) can talk and that she is no longer in Kansas.
