After stealing an 86-carat (17.2 g) diamond in a heist in Antwerp, Franky "Four-Fingers" goes to London to deliver it to diamond dealer Doug "The Head" on behalf of New York jeweller "Cousin Avi". Johnny Utah is a former Ohio State Buckeyes quarterback and rookie FBI Agent. He is assigned to assist experienced agent and veteran, Angelo Pappas, in investigating a string of bank robberies by the "Ex-Presidents"; a gang of robbers that wear face-masks depicting former US presidents Ronald Reagan, Richard Nixon, Lyndon B. Johnson, and Jimmy Carter to disguise their true identities. They only raid the cash drawers in the banks that they rob—never going for the vault—and are out within 90 seconds. Pursuing Pappas' theory that the criminals are surfers, Utah goes undercover to infiltrate the surfing community. He concocts a story to persuade orphaned surfer Tyler Endicott to teach him to surf, she having saved him from drowning. Through her he meets Bodhi, the charismatic leader of a gang of surfers comprising Roach, Grommet, and Nathaniel. The group are initially wary of Utah, but accept him when Bodhi recognizes him as the former college football star. As he masters the art of surfing, Utah finds himself increasingly drawn to the surfers' adrenaline-charged lifestyle, Bodhi's philosophies, and Tyler. Following a clue retrieved by analyzing toxins found in the hair of one of the bank robbers, Utah and Pappas lead an FBI raid on another gang of surfers. Despite their criminal records, these surfers turn out to not be the Ex-Presidents and the raid inadvertently ruins a DEA undercover operation.

On Christmas, we meet foster brothers John and Charlie. They work as transit cops patrolling the New York City subway. When a mugging occurs, John and Charlie chase the mugger into a subway tunnel, and all trains traveling in their direction are halted. But their harsh transit captain Donald Patterson, allows the money train to continue. John and Charlie avoid getting hit by the train; however, when transit police at the next station witness the mugger running toward the money train, they shoot him dead. The mugger is revealed to be a young teenage boy, which triggers a brawl between John, Charlie, and the other transit officers. Patterson blames the two for causing his money train to arrive late.

Mrs. Marva Munson, a religious, elderly widow, meets "Professor" Goldthwaite Higginson Dorr, who expresses interest in the room she has for rent and asks to use her root cellar for rehearsals of an early music ensemble he directs, to which she agrees. The fellow musicians in the pretend ensemble are actually a gang of criminals. The band are composed of a dim football player named Lump as the "muscle", the mustachioed and khaki bedecked Garth Pancake as the "jack of all trades" (who suffers from IBS), the foul mouthed Gawain McSam as their "inside man", and the Vietnamese, chain-smoking General as their tunneling expert (who hides his smoking habit from the disapproving Mrs. Munson by concealing his cigarette in his mouth). The group of criminals plan to dig a tunnel through the earthen wall in the cellar in order to break into the underground vault for a nearby riverboat casino. The earth they remove is taken out at night and tossed off a bridge onto a garbage barge as it passes below.

Coach Ken Carter takes over the head coaching job for the basketball team at his old high school Richmond, having played on the team himself and earning records. Carter quickly sees that the athletes are rude and disrespectful, and are in need of discipline. He hands the players individual contracts, instructing them to attend all of their classes, wear dress shirts and ties on game days, refer to everyone (players and coach alike) as "sir", and maintain a minimum 2.3 (C+) grade point average, among other requirements. Carter also asks the school staff for progress reports on the players' grades and attendance. He teaches them to play a disciplined brand of basketball.

During Prohibition in 1930s, Al Capone (De Niro) has nearly the whole city of Chicago under his control and supplies illegal liquor. Bureau of Prohibition agent Eliot Ness (Costner) is assigned to stop Capone, but his first attempt at a liquor raid fails due to corrupt policemen tipping Capone off. He has a chance meeting with Irish-American veteran officer Jimmy Malone (Connery), who is fed up with the rampant corruption and offers to help Ness, suggesting that they find a man from the police academy who has not come under Capone's influence. They recruit Italian-American trainee George Stone (Andy García) for his superior marksmanship and intelligence. Joined by accountant Oscar Wallace (Charles Martin Smith), assigned to Ness from Washington, D.C., they conduct a successful raid on a Capone liquor cache and start to gain positive publicity, with the press dubbing them "The Untouchables." Capone later kills the henchman in charge of the cache as a warning to his other men.
