In 1792, at the bloody height of the French Revolution's Reign of Terror, vengeful French mobs are outraged when again and again French aristocrats are saved from death by the audacious "Band of the Scarlet Pimpernel", a secret society of 20 English noblemen, "one to command, and nineteen to obey". Among the latest scheduled for execution are the Count de Tournay, former ambassador to Great Britain, and his family. However, one of the Scarlet Pimpernel's men visits them in prison disguised as a priest and gives them a message of hope. As the prisoners are being escorted to the cart to be taken to the guillotine, the guards take the count away; French leader Maximilien Robespierre wishes to question him further. The countess and her daughter are rescued and spirited away to England.

La France pendant la guerre de Cent Ans. Les Français risquent de perdre la guerre depuis 92 ans contre l'Angleterre et des ennemis intérieurs. The 1939 adaptation alters history significantly by making Fouquet (Joseph Schildkraut) a thoroughly evil, scheming mastermind. He, Colbert (Walter Kingsford), d'Artagnan (Warren William) and the musketeers are the only ones who know of the existence of a twin brother, and Fouquet uses his influence to keep everyone silent. The main story was changed by portraying Louis XIV as selfish, cruel, and incompetent, and Philippe the kind-hearted brother who is raised by d'Artagnan and the musketeers and does not even know that he has an identical twin.

During World War II, Jean Picard (Errol Flynn) is a convicted killer being led to the guillotine. He escapes during an air raid but is captured by French Sûreté Inspector Marcel Bonet (Paul Lukas). They learn that a bridge has been blown up by three saboteurs, and that the Germans have taken 100 hostages who will be killed unless the saboteurs are apprehended by the Vichy police. To buy time in order to escape again, Picard persuades Bonet to let him pose as one of the saboteurs to save the hostages. In the course of enacting a story that will convince the Vichy that Picard is one of the escaped saboteurs, he and Bonet encounter the real saboteur, captured by the Vichy, and aid him in escaping.

The film begins in 1813 after the phase of the Napoleonic Wars known in German as the Befreiungskriege (War of Liberation). The opening scenes show Prussian Landwehr and volunteers marching down the streets of Breslau through enthusiastic crowds. This is followed by a dialogue between King Frederick William III of Prussia and Count August von Gneisenau, in which Gneisenau explains that the siege of Kolberg taught the importance of citizen armies. Ending with the admonition that kings who cannot lead must abdicate, the scene switches to Vienna in 1806 to show the abdication of the last Holy Roman Emperor, Francis II of Austria, whom the script has Gneisenau call "an Emperor who abandoned the German people in their hour of need".
