'Anal' Murugan (Vikram) a gym boy who dreams of becoming a successful villain in films lives along with Thambi Ramaiah and his gym co-boys. He bumps into an old man Dakshinamoorthy (K. Vishwanath) who is under pressure from his son Chidambaram (Avinash) to sell his orphanage to a scheming lady politician Ranganayaki (Sana) who is majorly into land grabbing along with her hatchet man 'Vaappa' Abdul Kadhir (Pradeep Rawat). Murugan eventually falls in love with Dharshini (Deeksha Seth). The one-man army Murugan becomes the Dakshinamoorthy’s saviour as Ranganayaki and her men are after them. How Murugan single-handedly fights the powerful politician and brings them to light forms the rest of the story.

Lingesan (Vikram) is a bodybuilder from the suburbs of Chennai, whose main ambition is to become Mr. India. He wins the title of Mr. Tamil Nadu, which gives him entry to the Mr. India pageant. He is infatuated by Diya (Amy Jackson), a leading supermodel. Diya is soon blacklisted and all her advertisement film contracts are cancelled by John (Upen Patel), her co-star in all her advertisements, after she constantly rejected his advances. To save her career, Diya decides to replace John with Lingesan, whom she had earlier met at one of her shoots, as her co-star for her next advertisement. In festival it enters Raftaar Singh who is a fun-loving man who is un-educated. He has brought a running lion back. His naughtiness has kept his parents on worries. Raftaar soon gets kicked out of house and his father says that he will not come back until he completes his job. Raftaar gets 2 choices that either he will do job with his father's friend in Goa or marry Navjot's daughter Sweety. Raftaar chooses 1st choice after he thinks that Sweety is a fat girl that will give him huge problem. Sara Rana also enters in same style (riding on horse) who has lost her mother but hopes that she is alive, her father Mr. Rana took a wrong choice and worked as Mafia. Mark, a great mafia who wants to marry Sara is obstacled by her, even by Mark's father. Mark soon kills his own father and hunts for Sara but she escaped to Goa. Raftaar meets his boss Kripal Singh who is his father's friend then he successfully gets a job but gets a problem is that he doesn't know English language. Raftaar makes excuse that he knows English when he was in fear that he could be fired. Raftaar and his friends meets Sara in airport. Raftaar meets and befriends Emily as she knows English language. Sara meets Raftaar's boss and feels safe but thinks that Raftaar is a bad guy. In a time Raftaar accepts his mistake that he once made it and his boss felt proud. Sara soon finds out that Raftaar is a good guy when she sees him helping the women whom the bad guys were flirting with them. The same goons who were in search of Raftar gets beaten by Sara. Emily feels shocked on seeing her that she knows how to fight. Raftaar's friends and Sara gets kidnapped soon by same goons. Raftaar tries to save them, in this process Raftaar was able to beat some goons but unfortunately gets badly beaten, Sara later helps them and beats all goons. She then feels happy and proud of his goodness and starts liking him. Raftaar's boss feels finally happy with his job that has done well and he becomes best businessman. When Mark learns that Sara is in Goa he sends his men to bring her back. His mens breach and try to catch her but she escapes with Raftaar in car but unfortunately gets hitten. Raftaar gets beaten but later beats them all except a woman who is soon beaten by Sara. Raftaar decides to take Sara to his home according to his boss' advice. Sara goes in Punjab with Raftaar and meets his parents. She remembers her childhood by seeing Raftaar and her mother chatting together orally. Sara feels happy after staying with Raftaar in Punjab for few days. Raftaar's father tells about Raftaar's goodness and asks Sara that what is connection between them, she finally reveals that she is in love with Raftaar. Emily also had earlier handed responsibility to Raftaar to find Sara's lost mother. She tells the final location and Raftaar returns to Goa with Sara. Sara gets to old house where she lived and watches the vision as a flashback of her childhood but heartbrokenly thinks that she won't find her mother anymore. Sara decides to go back to Romania and she would never return, Raftaar feels heartbroken seeing her leaving after failing to tell Sara his feeling as he was in love with her. When Sara returns to Romania, she receives a news that her father was shot when he refused to get her married with Mark. She meets his father who is alive admitted in hospital. Raftaar successfully finds Sara's mother and brings her in Romania, she reunites with her husband and her daughter Sara. Sara then finally and happily confessed her love with Raftaar. Raftaar feels happy and decides to marry Sara. He tells his mother about same things and purchases cake,flower bouquet and new clothes and goes to church but feels angry when he sees Sara in initial marriage with Mark. Sara refuses to marry when she sees Raftaar. Mark challenges Raftaar for a fight, Raftaar accepts it and fights him and his men outside the church, Raftaar managed to beat all Mark's men but unfortunately get shot unconscious. Sara feels worried that Raftaar will die but soon he wakes up after remembers the lessons taught by his father's words and fights with Mark. They all are thrown in air in which it results Mark died after saying "You're too good,Sardaar (Chieftain)" and Raftaar is alive byt hanging in a side of bridge, Sara confesses her love with Raftaar again happily and vice versa. Raftaar finally gets pulled back to the bridge and returns to Punjab and celebrates his happiness with his friends, father and Sara. This film ends with a song "Singh and Kaur" in which Raftaar and Sara Rana danced.

In Kolkata, prisoner Kathiresan "Kaththi" (Vijay), a petty criminal, helps the police capture an escaping prisoner Vivek Banerjee (Tota Roy Chowdhury), but he himself escapes afterwards. He goes to Chennai and decides to escape to Bangkok with his friend and fellow-criminal Ravi (Sathish). However, he drops this plan after meeting and falling in love with Ankitha (Samantha Ruth Prabhu) at the airport, who dupes him into believing that she wants to marry him after realising that he is having a crush on her. Later, Kathiresan and Ravi notice a man who resembles Kathiresan named Jeevanandam "Jeeva", being shot by a group of thugs. They admit him to hospital, following which Kathiresan decides to impersonate the injured Jeevanandam to escape from the police. Under the name of his doppelgänger, Kathiresan and Ravi enter an old-age home run by Jeevanandam with the aim of collecting ₹25 lakhs (which is meant for the inmates of the old-age home) for their Bangkok trip, until he learns about his doppelgänger's mission. Jeevanandam is a communist ideologue and a post-graduate in hydrology from the arid village of Thanoothu in Tirunelveli district who had discovered groundwater under some lands of the village which could be used as an irrigation source not only for the village, but for the entire Tirunelveli district and the neighbouring Thoothukudi district as well. But, an MNC owned by Chirag (Neil Nitin Mukesh) cheated the villagers into giving their lands for the construction of a factory. Jeevanandam was arrested by the police and the six villagers as for convince the issue with media and release of Jeevanandham commit mass suicide. On learning of the plight of Jeevanandam and the villagers, Kathiresan decides to fight for their cause while still under the name of Jeevanandam. The people of the old home and Kathiresan go to the jury and try to convince him to go in favour of them, but Kathiresan starts stating rules and scares the main jury person (whom Chirag had bribed). Kathiresan then sends a person (disguised as a hairdresser) to Chirag and makes him lay a fingerprint on Chirag's neck. After that Chirag sends 50 men to kill Kathiresan but he soon defeats them using the coins the villagers gave when he was attending a ceremony for him.

After having killed the notorious extortionist Mayil Vaaganam in the first film, Duraisingam (Suriya) has gone undercover after meeting the Home Minister and is working as an NCC officer in a school in Thoothukudi. The only people who know about this operation are the Chief Minister and Home Minister apart from himself. Sathya (Hansika Motwani) is a student who falls for Duraisingam though he is waiting to marry Kavya (Anushka Shetty), his love interest from the previous film. Susai (Santhanam), a local who works in the same school shows Duraisingam parts of Thoothukudi and also tells him about the rogue elements dominating the area helping him in his surveillance. He requests the Home Minister to transfer Erimalai (Vivek) and another cop for assisting him. Sathya's moves are frequently repulsed by Duraisingam who learns that Sathya is the niece of Thangaraj (Rahman). Bhai (Mukesh Rishi) and Thangaraj, are two criminals who control the area. Bhai and Thangaraj have connections with an international gangster and drug lord Danny (Danny Sapani).

The story carries on from the previous film— Inspector Chulbul Pandey (Salman Khan)— in charge of a local police station in Kanpur and resides there with his wife Rajjo (Sonakshi Sinha), brother Makkhi (Arbaaz Khan) and stepfather (Vinod Khanna). A boy gets kidnapped from a school therefore Chulbul deals with the problem. In Kanpur, an assassin murders a witness who is about to testify against a dreaded don. Chulbul tracks the assassin down, killing him at a coffeehouse. The don is Bachcha (Prakash Raj), a struggling politician. After several public altercations, Bachcha's brother Genda (Deepak Dobriyal) convinces him to get rid of Pandey, threatening Chulbul's stepfather to kill his entire family if Chulbul keeps on interfering in Bachcha's criminal activities.
