The film describes a year in the life of Emma Woodhouse (Gwyneth Paltrow), a congenial but naïve young woman who thinks of herself as a romantic matchmaker in her small community in early-19th-century England. When her governess, Miss Taylor (Greta Scacchi), gets married and goes to live with her new husband, Mr Weston (James Cosmo), Emma proudly takes the credit for having brought the couple together. Her father and their old family friend (and brother of Emma's sister's husband) George Knightley (Jeremy Northam) dispute her claim and disapprove of her trying to make more matches, but she ignores their warnings and sets her mind on setting up Mr Elton (Alan Cumming), the minister who performed the Westons' marriage ceremony, with Harriet Smith (Toni Collette), an unsophisticated young woman on the verges of society.

After a spectacular prelude, the film begins on a train journey with Gustav Mahler (Robert Powell) and his wife Alma (Georgina Hale) confronting their failing marriage. The story is then recounted in a series of flashbacks (some of which are surrealistic and nightmarish), taking one through Mahler's childhood, his brother's suicide, his experience with anti-semitism, his conversion from Judaism to Catholicism, his marital problems, and the death of his young daughter. The film also contains a surreal fantasy sequence involving the anti-Semitic Cosima Wagner (Antonia Ellis), widow of Richard Wagner, whose objections to his taking control of the Court Opera were supposedly removed by his conversion to Catholicism. In the process, the film explores Mahler's music and its relationship to his life.

Polish defector Leiser (Christopher Jones) is offered by MI6 a chance at UK citizenship if he agrees to undertake a mission into East Germany. (This to replace an already murdered MI6 agent.) The mission, (To gather photographic intelligence on a covert East German rocket system in violation of international agreements.) begins to go wrong from the start when, having arrived in East Germany, he's forced to murder a lorry driver for rejecting his homosexual advances. Leiser's objective is further undermined when he falls in love with an East German woman looking for a way out of the country.
