In Key West, Florida in 1962, boys Gene Loomis (Fenton) and his brother Dennis (Lee) live on a military base (N.A.S. Key West); their father is away on a nearby submarine. After hearing the announcement of an exclusive engagement of Lawrence Woolsey's (Goodman) new sensational horror film Mant! ("Half man! Half ant!" "in Atomo-Vision and Rumble-Rama!"), including Woolsey's appearance in-person, they arrive home to President Kennedy's television interruption, stating the presence of Soviet missiles in Cuba. Woolsey finds this atmosphere of fear to be the perfect environment in which to open his atomic-radiation-themed film.

Hans Christian Andersen's story is simplified in this animated feature, which begins with an animated copy of his fairy tales, introduced by a little man, who says he is "old Dreamy" ("Ole Lukøje"). Old Dreamy tells the viewer that on days when the master storyteller Andersen is not overtired, he puts him to sleep with his colorful, magic umbrella ("slumbrella") that also causes him to dream wonderful stories, which he then writes as his fairy tales. Beauregard Bottomley (Ronald Colman) is an unemployed PhD physicist who lives in Los Angeles with his piano-instructor sister Gwenn (Barbara Britton) and the alcohol-guzzling parrot of the film's title, Caesar. Beauregard and Gwenn live in a bungalow court, surrounded by books. Beauregard is an omnivorous reader, and is highly knowledgeable on virtually any subject - except, as he admits, how to hold a job. Beauregard obtains word of a mysterious job opportunity at the Milady Soap Company. He meets the eccentric company owner, Burnbridge Waters (Vincent Price), for the job interview. Waters disapproves of Beauregard's humour and turns him down for the job, humiliating him in the process.

Radio producer John Guedel is panicked and dumbfounded when his popular radio show Humbug is immediately taken off the air for making fun of the legal profession. Given a deadline to produce a replacement, Gudel contacts his writer girlfriend Corey Sullivan to help him but Corey has another client, Leroy Brinker seeking a radio show for himself. The two come across a radio show put on in a small town called People Are Funny that mixes bizarre challenges to contestants with musical entertainment. Corey gets the show's producer Pinky Wilson to bring his show to Mr Guedel.
