Charlie Sheen plays Ryan Turner, a hotshot broker living an upscale life in New York City with his shallow girlfriend Cindy Styne (Denise Richards). One morning, he is playing golf with the owner of one of the biggest newspaper publishers of New York. He tells Ryan of a huge merger between his company, Simpson Inc., and a large drug corporation. Ryan, ecstatic that this could be his big break, calls all his clients and informs them of the huge deal that is going to happen and they all place large amounts of money into the merger. However, the next day, Simpson reveals that there is not going to be a merger. Ryan loses most of his own, and much of his clients' money in light of the news. When corrupt FBI agents Dean Crept and Mike Mattress die, they are sent to hell, though they believe it must be an error. They manage to escape by stealing a magical crystal from Satan which sends them back to Earth. Wilson (Stamp), recently released from a British prison, travels to Los Angeles to investigate the death of his daughter Jenny, who is reported to have died in a car accident. While adjusting to the United States, he finds allies in Jenny's friends Eduardo (Guzmán) and Elaine (Warren) and comes up with a suspect: Jenny's boyfriend Terry Valentine (Fonda), a record producer. Fritz Brown is a disgraced former LAPD officer now working as a private investigator and part-time repo man. In Upstate New York, a waste management firm loads barrels of toxic waste onto trucks, intending to illegally dispose of them. They are shown heading into a tunnel under the Hudson River between Lower Manhattan and Jersey City, New Jersey along with several other commuters, including struggling playwright Maddy Thompson (Amy Brenneman), some young offenders, a vacationing family, an elderly couple, and a mountain climber named Roy Nord (Viggo Mortensen). Meanwhile, a gang of diamond thieves in a stolen car try to escape the NYPD by racing into the tunnel. The gang force their way through the north tube traffic, spilling the diamonds all over the floor of the car. While a female thief tries to retrieve them, she pushes the gas pedal to the floor, causing the driver to lose control, smashing though a security booth and into one of the trucks, killing them instantly. The waste barrels explode, causing the other trucks to explode and setting off a chain reaction. The tunnel entrances cave in, and a devastating fireball sweeps through the tunnel, incinerating thousands of cars and people.
