Frank Drebin (Leslie Nielsen) has retired from Police Squad and lives a basically happy life with his wife, Jane Spencer-Drebin (Priscilla Presley). It remains "basically happy" because police work has been Frank's meaning of life, and he feels unhappy about not being able to legally take on criminals anymore. Additionally, Jane tries to push him into siring a child, but Frank does not have the courage to go through this yet. It comes as a blessing to him when his old friends Ed Hocken (George Kennedy) and Nordberg (O.J. Simpson) come by and ask for his help in an investigation. The Police Squad has caught wind that a well-known bomber named Rocco Dillon (Fred Ward), who is currently incarcerated, has been hired by a terrorist (Papshmir, known from the first movie) to conduct a major terrorist act against the United States. An important contact, Tanya Peters (Anna Nicole Smith), Rocco's girlfriend, proves to be a dead end, so Drebin is asked to join Dillon undercover in prison, befriend him, and then leak details of the plan to his colleagues. However, the first part of the mission – by pure accident – proves to be extremely taxing; Jane becomes frustrated both at Frank's sudden unwillingness to engage in his marital duties and the suspicion that he is doing police work again, and storms out of the house.

A family of three - Annie (the main protagonist), Johnny (her little brother) and Clifford (the father) - stops at a rest stop when their car's tire pops. At the rest stop, Charlie warns them and Josh, stepson of a corrupt landlord, about the Crites. As this happens, a Crite lays eggs under the family's car and the family leaves, unknowingly taking the eggs with them. Soon after they arrive at their tenement, the Crites hatch and attack the sleazy maintenance man, Frank. When the landlord arrives, he too is eaten by the Crites after Josh locks him in Clifford's room, unknowingly trapping his stepfather with the creatures. Next, one of the residents is attacked and wounded. Annie, her family and five others (including Josh) try to get to safety in one piece by getting to the roof of the building. Charlie arrives and destroys the remaining Critters, saving the remaining tenants. Gordon Stuart (Chris Sarandon), a part-time composer and full-time music teacher, eagerly accepts Chris's 13-year-old sister Kathy's (Mariel Hemingway) invitation to come to a secluded beachside photo shoot, so Chris can listen to some of his music. But Chris is too busy to give any of her time to Gordon and suggests that they meet another day at the apartment she shares with Kathy. Gordon agrees and shows up at the apartment at the date and time that she mentioned. Though Chris has clearly forgotten about the invitation, she lets him in and politely sits down as he plays her a tape of one of his compositions. What she hears is not easy on her ears, but she smiles as it plays and pretends to appreciate it until a phone call from her lover, Steve Edison (Perry King), thankfully interrupts them and allows her to escape to her room, away from the noise and the very creepy Gordon.
