Famous motion picture producer and writer Jesse Craig (Glenn Ford) attends a film festival on the French Riviera. The setting is the American West, late 19th century. A gang of bank robbers led by Graham Dorsey (Charles Bronson) is off to rob a small-town bank, but Graham is having second thoughts: he's had a nightmare in which the gang was wiped out during the robbery attempt. Worse, Graham's horse broke down and the gang members have to get another. They try at the ranch of the widow Amanda Starbuck (Jill Ireland). Amanda, suspicious of the men, denies having a horse. Graham checks out the barn and finds a horse, but still afraid of disaster, he lies to his men and agrees to wait three hours at the ranch for their return (the "from noon till three" of the title). It turns out he has another reason for wanting to stay behind though: he wants to force himself on Mrs. Starbuck. Amanda resists rather inventively; simply lies still, fully clothed. This frustrates Graham, who decides on a ruse. He pretends he is impotent, hoping to play on Amanda's sympathy. The deception works, and they make love three times.

Flight 502 takes off from New York City to London. At the airport, a fake bomb threat leads to Head of Security Robert Davenport (George Maharis) finding a letter he would not have received until the next morning. The letter explains a series of murders will take place on Flight 502 before it lands. He and his team go over the backgrounds of all the passengers to find possible suspects. In the air, Captain Larkin (Robert Stack), off duty Police Officer Daniel Myerson (Hugh O'Brian), and flight attendant Karen White (Farrah Fawcett-Majors) look for suspicious passengers. Relationships develop on board between elderly singles Charlie Parkins (Walter Pidgeon) and Ida Goldman (Molly Picon), rock star Jack Marshall (Sonny Bono) and Dorothy Saunders (Rosemarie Stack), and mystery writer Mona Briarly (Polly Bergen) and suave passenger Paul Barons (Fernando Lamas). Briarly suspects Barons is actually a criminal who got away with stealing seven million dollars from a bank, but Barons denies it.

The film takes place in 1936, at the height of the Great Depression. The story takes place in the early 1970s in Chicago. The CIA has been required for political reasons to recruit African Americans for training. Only one of them, Dan Freeman (Lawrence Cook), secretly a black nationalist, successfully completes the training process. He becomes the first black man in the agency and is given a desk job—Top Secret Reproduction Center Sections Chief (which means he's in charge of the copy machine). Freeman understands that he is the token black person in the CIA, and that the CIA defines his function as providing proof of the agency's supposed commitment to integration and progress. Therefore, after completing his training in guerrilla warfare techniques, weaponry, communications and subversion, Freeman puts in just enough time to avoid raising any suspicions about his motives before he resigns from the CIA and returns to work in the social services in Chicago.

With diplomatic tensions building and the United States facing a possible military confrontation with China, Air Force One mysteriously crashes in the desert while heading to California, killing U.S. President Jeremy Haines (Tod Andrews). In dealing with growing tensions and conflicting advice, Madigan struggles to avoid a nuclear war with the Chinese.
