The film is set in 1917 (with World War I in the background), and revolves around two English cartographers, the pompous Garrad and his junior, Anson. They arrive at the fictional Welsh village of Ffynnon Garw ("Rough Fountain" or "Rough Spring" in Welsh) to measure its "mountain" – only to cause outrage when they conclude that it is only a hill because it is slightly short of the required 1000 feet in height. The villagers, aided and abetted by the wily Morgan the Goat and the Reverend Mr Jones (who after initially opposing the scheme, grasps its symbolism in restoring the community's war-damaged self-esteem), conspire with Morgan to delay the cartographers' departure while they build an earth cairn on top of the hill to make it high enough to be considered a mountain.

The film begins with Chorus, in this case a person in modern dress, introducing the subject of the play. He is walking through an empty film studio and ends his monologue by opening the doors to begin the main action. Chorus reappears several times during the film, his speeches helping to explain and progress the action.

It is the story of a 21-year-old named Steve Brodie (Ray Winstone) who goes to the Devon seaside resort of Torquay after leaving borstal where he is seen easily winning in a swimming race. He befriends the son of a butcher from London named Jimmy and they start dating two girls from Northern England. Steve works in a pub, Jimmy hires skiffs on the beach and the girls are employed as chambermaids at a hotel. Three loutish Scottish youths have some confrontations with Steve and then frame him for a robbery at a chemist shop. This leads to his arrest just before the start of a 'round the bay' swimming race in which he is due to compete against one of them.
