Dee Barton (né Dewells Barton, Jr.; 18 September 1937 Houston, Mississippi — 3 December 2001 Brandon, Mississippi) was an American jazz trombonist, big band drummer, and prolific composer for big band and motion pictures.

Set in Rutherford County, North Carolina, Damon's Law tells the story of Sheriff Damon Huskey's experiences as Sheriff of Rutherford County. He is portrayed as a man who is admired by his town and who is well respected. Huskey, played by Earl Owensby (who also produced the film), faces instances where he calms an uncontrollable prisoner, approaches an armed suspect, without his own weapon drawn, as well as an animal cruelty report that in turn ends with a child abuse case. Sheriff Huskey encounters previously released prisoners, and also juggles his career and relationship with his family. As he protects the lives of his county citizens, maintains control and justice of suspects and criminals, Huskey also works in close relation to his brother, Deputy Roy Huskey (Terry Loughlin). Together with the other deputies, the Rutherford County men keep violence and criminal acts to a minimum. However on the evening of May 31, 1979, an event takes place that changes Huskey's life personally and professionally, as well as all who live in Rutherford County forever.

Locals are celebrating the last night of carnival, such as newly in-love couple Bob and Kathy, coach, Neil Marshall, waitresses, timid blonde Lily and comely, nubile Ramona, their boss Jackson and learning difficulties teenage peeping tom Casey, whose dad Avery is the town sheriff. Several them decide to spend the night down at the river, where an unknown double homicide climaxed there some nights before. But among the fairgoers is the one responsible for the deaths and as he/she lurks in the shadows; troubled over a tragic past (or just about one thing or another) deciding to take his/her frustrations out with a machete on those he/she blames for all the misfortunes in his/her life. Following the group back to his/her riverside stomping grounds he/she sets about ensuring no one leaves the area alive.

A stranger on horseback rides into the isolated mining town of Lago. Three gun-toting men follow him into the saloon, taunting him to fight. When they follow him to the barbershop and begin threatening him, the Stranger quickly dispatches the three with little effort. Impressed with this performance, a dwarf named Mordecai, who works in the barbershop, befriends the Stranger. A woman named Callie Travers arranges to bump into the Stranger in the street, claiming loudly it was his fault. When she slaps the cigar from his mouth while insulting him, he drags her into the livery stable and has sexual relations with her in a very rough and aggressive manner (the scene is initially depicted as a rape, but by its end, the woman has clearly given her consent, as she is portrayed as an active, and seemingly enthusiastic participant in the act). Next, the Stranger rents a room at the hotel but declines to give a name to the hotelier. That night, he dreams about a man being brutally whipped. In the morning he returns to the barbershop for a bath. Callie Travers shoots at him after he is in the tub; inexplicably, he remains uninjured.
