The film centers on the adventures of Sea Cadet Jimmy Sutton, played by Roy Savage. Sutton is seen walking down an English country path, and the sound of a boy's cheerful whistling are dubbed onto the soundtrack. Soon a misfiring propeller engine is also heard and a World War II-style plane crashes in a field. Sutton heroically rescues the pilot and retrieves a portfolio of important papers as the plane erupts in flames. Two suspicious men can be seen sneaking away, trading dialogue that indicates they have sabotaged the plane.

Ronnie Winslow (Neil North), a cadet at the Royal Naval College, is accused of the theft of a postal order. An internal enquiry which grants him no chance of defence, finds him guilty and his father, Arthur Winslow (Sir Cedric Hardwicke), is requested to remove his son from the college. Unwilling to accept the verdict, Winslow and his daughter Catherine institute their own enquiries and engage a friend and family solicitor, Desmond Curry (Basil Radford) to assist them, including the briefing of the best barrister in England at the time, Sir Robert Morton (Robert Donat), should the case come to court.

The Scarlet Pimpernel, Sir Percy Blakeney, decides not to go back to France for a year after having promised this to his beloved wife, Lady Blakeney. However, Chauvelin plots and succeeds in kidnapping the Lady Blakeney and brings her to France, expecting her husband to follow so he can arrest the elusive Pimpernel. George Shuttleworth (Formby) is a chimney sweep from Wigan who dreams of winning the Isle of Man TT. Unfortunately, George's attempts to secure a factory ride with the Rainbow Motorcycle Company are unsuccessful and consequently he resorts to entering his own machine the "Shuttleworth Snap", a motorcycle derived from an old Rainbow machine. Whilst running the engine of his machine, George inadvertently knocks the motorcycle off its stand and crashes into the fence of his next door neighbour (Mr Hardache), who goads George about his dream of winning the T.T.
