In 1943 during World War II, the Allies are making good progress driving back the Axis powers in Italy. However, Frank Stokes (George Clooney) persuades the American President that victory will have little meaning if the artistic treasures of Western civilization are lost in the fighting. In 1933, as Adolf Hitler and the Nazis come to power in Germany, actor and comedian Hans Zeisig (Michael Herbig) and his partner, Siggi Meyer (Jürgen Vogel), have a successful comedy act at a Berlin cabaret doing impersonations of Joseph Stalin and Adolf Hitler. Meyer is politically active in the Communist Party and through him, Zeisig meets the attractive Dutch Resistance fighter, Frida (Thekla Reuten). Zeisig is apolitical; he's dreaming about a career in Hollywood. He finds the growing political tension an unpleasant nuisance, but Meyer is endangered by the Nazis' power grab. He arrives one day at the theater with a black eye from an attack and says he is going to go underground. Another performer, a Nazi supporter who caricatures a Jewish man, makes a wisecrack about Meyer's black eye. They get into a backstage brawl, fully made up and in costume—the Nazi as a Jew and the Communist as Hitler. The fight careens its way from the dressing room to the stage, with "Hitler" on top of the "Jew". The audience, larded with uniformed Nazis, initially assumes it to be part of the show and cheers. When the melee ends, the show goes on, but Meyer flees.

The movie takes place in late 1920s Berlin. It opens with Paul being questioned by police about a note he had written. The scene then fades out, and the movie shows what happened. Paul, a shy virgin poet who is tired of being alone and heartbroken, is friends with an openly gay aristocrat boy, Guenther, who is suffering unrequited love for Hans. Paul is staying at Guenther's parents' country home over the weekend. The parents are absent. Guenther's sister Hilde, who stole Hans' heart besides, is loved by Paul, for whom Guenther has budding feelings, which complicates the brother-sister relationship. Hilde has no interest in committing to a relationship with Paul, however. Guenther invites some people over to have an all-night party, filled with alcohol, music, and sex. It is one of their last parties, since Paul and Guenther have made a suicide pact. Guenther, Paul, Hans and Hilde go through a series of couplings, conversation and partying before proceeding to Hilde and Guenther's parents' apartment in the city. There the drama ends with gunshots. The question is what actually happened. The film is based on a true story, the so-called Steglitz student tragedy.

During World War II, U.S. Army intelligence officer First Lieutenant Thomas Hart (Farrell) is captured by German forces. While interrogating Hart, the Germans coerce him to divulge intelligence by taking away his boots, causing his feet to become frostbitten and badly injured, and leaving him, naked, in a very cold cell. He is then transferred by train to Stalag VI-A prisoner of war camp at Hemer, Germany. While en route, a P-51 Mustang attacks (the letters POW were painted on the top of the train, but got covered by thick snow). To save themselves, the POWs leave the train and spell P-O-W with their bodies and prevent further strafing.

In 1942, Vasily Zaytsev (Jude Law), a shepherd from the Ural Mountains who is now a soldier in the Red Army, finds himself on the front lines of the Battle of Stalingrad. Forced into a suicidal charge by barrier troops against the invading Germans, he uses impressive marksmanship skills—taught to him at a young age by his grandfather—to save himself and commisar Danilov (Joseph Fiennes). Nikita Khrushchev (Bob Hoskins) arrives in Stalingrad to coordinate the city's defences and demands ideas to improve morale. Danilov, now a Senior Lieutenant, suggests that the people need figures to idolize and give them hope, and publishes tales of Vasily's exploits in the army's newspaper that paint him as a national hero and propaganda icon. Vasily is transferred to the sniper division, and he and Danilov become friends. They also both become romantically interested in Tania (Rachel Weisz), a citizen of Stalingrad who has become a Private in the local militia. Danilov has her transferred to an intelligence unit away from the battlefield.
