James W. Harper (born October 8, 1948) is an American actor. Throughout his career, he has acted in many movies and guest-starred in a myriad television shows, such as Frasier, NYPD Blue, Star Trek: Deep Space Nine, and JAG. He also played the role of Admiral Kelso in the 1998 film Armageddon. In addition to acting, Harper has contributed his voice to several video games, most notably StarCraft as Arcturus Mengsk, Resistance: Fall of Man, and Diablo. Harper reprised his role of Arcturus Mengsk in StarCraft II: Wings of Liberty and StarCraft II: Heart of the Swarm.
Harper portrayed Louisiana State Senator Willie Rainach in the 1989 film Blaze, with Paul Newman as Governor Earl Kemp Long.

A massive meteor shower destroys the orbiting Space Shuttle Atlantis and bombards a swath of land from America's East Coast from South Carolina through Finland. NASA discovers that a rogue asteroid the size of Texas passed through the asteroid belt and pushed forward a large amount of space debris. The asteroid will collide with Earth in 18 days, causing an extinction event that will even wipe out bacteria. NASA scientists, led by Dan Truman, plan to trigger a nuclear detonation 800 feet (240 m) inside the asteroid to split it in two, driving the pieces apart so both will fly past the Earth. NASA contacts Harry Stamper, considered the best deep-sea oil driller in the world, for assistance. Harry travels to NASA with his daughter Grace, to keep her away from her new boyfriend and one of Harry's drillers, A. J. Frost. Harry explains he will need his team, including A. J., to carry out the mission. They agree to help, but only after their list of unusual rewards and demands are met.

Katie Liner is the attractive 18-year-old daughter of Jack Liner, a powerful police officer. At one of his benefit parties, she meets Jimmy Pettit, a man in his early twenties she soon starts dating. A promiscuous and rather misogynistic man, Steve (Perry King) is murdered by one of his three ex-lovers, and after death, the powers that be cannot decide whether to send him to heaven or to hell—his life is full of good deeds, but he's "been a shit" to women, and that behavior is keeping him from going to heaven. The powers that be decide to give him a test; he is reincarnated and given a limited amount of time to have at least one woman be in love with him. To make the test more difficult, he is reincarnated as a beautiful woman (Ellen Barkin) named Amanda. After the change, Amanda/Steve encounters other people, including Steve's friend Walter, who Amanda convinces of the truth of her identity, and lesbian perfume magnate Sheila. Both become attracted to Amanda, but Amanda rebuffs Sheila's advances, even knowing that she is giving up an opportunity for a woman to love her, because Steve is homophobic and could not abide having gay sex, even though he had sex exclusively with women, as Steve, in the past. Later, Amanda and Walter get drunk together and end up having sex. In the morning, Amanda claims no memory of the sex and accuses Walter of raping her. Walter acts surprised and insists that Amanda was an enthusiastic participant. Amanda rejects Walter, but she learns shortly thereafter that she has become pregnant from the encounter. At the childbirth, the baby girl gazes upon her mother with love, and then Amanda dies, having earned her place in heaven.
