Jonathan "Mox" Moxon (James Van Der Beek) is an intelligent and academically gifted backup quarterback for the West Canaan High School football team. Despite his relative popularity at school, easy friendships with other players, and smart and sassy girlfriend Jules Harbor (Amy Smart), Mox is dissatisfied with his life. He wants to leave Texas to go to school at Brown University. He is constantly at odds with his football-obsessed father (Thomas F. Duffy) and dreads playing it under legendary coach Bud Kilmer (Jon Voight), a verbally abusive, controlling authority who believes in winning "at all costs". He has a strong track record as coach, remarking in a speech that "in my thirty years of coaching at West Canaan, I have brought two state titles, and 22 district championships!" His philosophy finally takes its toll on Coyotes' quarterback, Lance Harbor (Paul Walker), Mox's best friend and Jules' brother. Lance is manipulated into taking anesthetic shots into an injured knee that finally succumbs to failure and results in even greater injury during gameplay. He is rushed to the hospital, where doctors are appalled at the massive amount of scar tissue found under his knee.

Vartan Malt (Bob Hoskins) is the editor of a tabloid called the National Mirror that specializes in unlikely stories about celebrities and frankly unbelievable tales about ordinary folkspersons. The film is a drama about a Scotch-Irish American Southerner (Duvall) named Earl Pilcher, whose late mother makes a shocking revelation in a letter that is given to him after her death. The film opens with newsreel footage, including the farewell address in 1961 of outgoing President Dwight D. Eisenhower, warning about the build-up of the "military-industrial complex". This is followed by a summary of John F. Kennedy's years as president, emphasizing the events that, in Stone's thesis, would lead to his assassination. This builds to a reconstruction of the assassination on November 22, 1963. New Orleans District Attorney Jim Garrison subsequently learns about potential links to the assassination in New Orleans. Garrison and his team investigate several possible conspirators, including private pilot David Ferrie, but are forced to let them go after their investigation is publicly rebuked by the federal government. Kennedy's suspected assassin Lee Harvey Oswald is killed by Jack Ruby, and Garrison closes the investigation.

The film takes place in 1986, 13 years after the events of the first film. It begins with Buzz and Rick, two rowdy high school seniors racing along an abandoned stretch of Texas highway, en route to a weekend of fun in Dallas. They are heavily intoxicated and use their car phone to call and harass on-air radio DJ Vanita "Stretch" Brock (Caroline Williams). Unable to convince them to hang up, Stretch is forced to keep the line open. Buzz and Rick encounter a large pickup truck which runs parallel to them on a remote bridge. Suddenly, Leatherface (Bill Johnson), wielding a chainsaw, emerges from the back of the truck and proceeds to attack Buzz and Rick. After a short struggle, Rick tries to shoot Leatherface with a .44 Magnum revolver, but misses his target. Leatherface then slices off part of the driving Buzz's head, and the car ends up crashing and killing Rick.
