Fils du traducteur Jean-Pierre Fournier, il est le neveu des cinéastes Guy et Claude Fournier. Il a également fait quelques petites apparitions en tant qu'acteur.

Biography
Celui qu'on surnommera plus tard JVF voit le jour à Montréal dans une famille de cinéastes. Son père est traducteur, Guy et Claude Fournier sont deux de ses oncles. C'est donc "tout naturellement" qu'il se dirige vers le cinéma à la fin de son adolescence, marquée notamment par la participation à Katimavik, expérience qui le "marquera" et l'inspirera tout au long de sa carrière.En 1988, JVF, alors âgé de 28 ans, emménage à Paris.

En 1940, à Montréal dans le quartier Saint-Henri, la Seconde Guerre mondiale qui ravage l'Europe amène l'espoir d’un terme à la dépression économique, qui maintient jusque-là Saint-Henri dans la pauvreté. Florentine Lacasse y travaille au comptoir-restaurant des Quinze-Cents. Elle remet son petit salaire à ses parents pour aider à la subsistance de sa famille nombreuse. Jean Lévesque séduit Florentine, mais sa pauvre condition ne convient pas à ses ambitions. Il essaie de la faire s'amouracher d'un copain, Emmanuel Létourneau. Le film raconte l'histoire de ces trois relations avec, en arrière-plan, la vie familiale difficile des Lacasse.

When two newly delivered helicopters crash mysteriously, Marine officer Major Rob Cutter (Daniel Hugh Kelly) decides to conduct his own investigation, since the men killed in the helicopter crashes were members of his squadron. He later discovers that the newly delivered helicopters crashed because of a defective C-ring that has been made of a weaker, less expensive alloy. Rob grounds all the newly delivered helicopters that have the faulty C-ring, and decides to go public with this, much to the objection of his friend and fellow marine Sergeant Mike Watson (Chuck Shamata), who reluctantly tells someone that he found the problem.

Sally (Susan Sarandon) is a young waitress in an Atlantic City casino who has dreams of becoming a blackjack dealer in Monte Carlo. Sally's estranged husband Dave (Robert Joy) returns to her one day with the intention of selling a large amount of cocaine that he had stolen in Philadelphia and meets Lou (Burt Lancaster), an aging former gangster who lives in Sally's apartment building and runs numbers in poor areas of the city; he also acts as a caretaker for Grace (Kate Reid), an elderly invalid. Dave convinces Lou to sell the cocaine for him, but as Lou sells the first batch, Dave is attacked and killed by the mobsters from whom he had stolen the drugs.
