The film questions the value of higher education in an era when the price of college has increased more than any other service in the United States. It explores the different types of higher education around the nation. These include: community colleges, four year universities, vocational schools, online courses, and less traditional forms of education. The film argues that the high cost of tuition is at a breaking point.

The major portion of the film is spent addressing excerpts from the millions of memos, nicknamed 'Yellow Perils' by his first Pentagon staff and 'Snowflakes' by the second, that Rumsfeld wrote during his time as a congressman and advisor to four different presidents, twice as United States Secretary of Defense. It also focuses on a response Rumsfeld gave to a question at a U.S. Department of Defense news briefing on February 12, 2002 about the lack of evidence linking the government of Iraq with the supply of weapons of mass destruction to terrorist groups. The content of the memos are varied, covering everything from the aftermath of Watergate, to the Abu Ghraib torture and prisoner abuse scandal, to the definition of the word “terrorism”. Morris returns to the motif of snowflakes swirling within a snow globe throughout the documentary as he discusses the context of the memos with Rumsfeld, notes to which the Defense Secretary gave him limited access while preparing the film, and which Rumsfeld agrees to read aloud on camera.

"With the Internet surpassing print as our main news source, and newspapers going bankrupt, ... Page One chronicles the media industry’s transformation and assesses the high stakes for democracy ... The film deftly makes a beeline for the eye of the storm or, depending on how you look at it, the inner sanctum of the media, gaining unprecedented access to the New York Times newsroom for a year. At the media desk, a dialectical play-within-a-play transpires as writers like salty David Carr track print journalism’s metamorphosis even as their own paper struggles to stay vital and solvent, publishing material from WikiLeaks and encouraging writers to connect more directly with their audience. Meanwhile, rigorous journalism—including vibrant cross-cubicle debate and collaboration, tenacious jockeying for on-record quotes, and skillful page-one pitching—is alive and well. The resources, intellectual capital, stamina, and self-awareness mobilized when it counts attest there are no shortcuts when analyzing and reporting complex truths." Stories and issues

After her landlady (Dee Wallace) gives her an extension on the deposit for her new apartment, college student Samantha Hughes (Jocelin Donahue) takes on a babysitting job for Mr. Ulman (Tom Noonan) and his wife (Mary Woronov). Ulman asks to meet her but stands her up, later apologizing and offering to pay double the original salary. Samantha accepts and gets a ride to the remote mansion from her best friend, Megan (Greta Gerwig), who expresses her distrust. At the house, Mr. Ulman pulls her aside and reveals that he does not have any children; the babysitting job is to attend to his wife's ailing mother. Samantha balks but finally agrees, if he will pay her $400, a significant increase in her pay. Megan immediately leaves, citing Ulman's lies and peculiar behavior, but she reluctantly promises to pick up Samantha later. Samantha stays, after accepting the money. On the way home, Megan stops in her car to smoke a cigarette. When her car lighter will not work, a stranger (A.J. Bowen) suddenly appears out of nowhere, startling her, and lights her cigarette for her. When Megan reveals that she is not the babysitter hired by the Ulmans, she is abruptly shot and murdered by the stranger.
