Living in Zonnedael for a while now, the Flodder family continues their usual antisocial behaviour; Ma Flodder regularly gets in trouble with the neighbors, her sons Johnnie and Kees are on welfare and spend their time supplementing their income with petty crime. Daughter Kees acts rather promiscuously and the youngest children Toet and Henkie commit extreme mischief (bordering on vandalism) around the neighborhood, often involving their older grandpa in their acts. The family's dog Whisky is vicious and aggressive and loud parties keep the neighbors awake.

Opening from his point of view, a murderer looks around the city of Amsterdam at night through the canals the city is famous for. He sneaks into a Chinese restaurant's backdoor and steals a butcher knife while the cooks weren't looking. The killer finds his first victim in a local prostitute, who after refusing advances from a cab driver, gets thrown out of the cab. A baglady watches from a distance as the killer plunges the knife into the hooker and drags her back into the water. The next morning, a tour boat on the canal collides with the body of the prostitute, who has been hung on one of the small bridges. As the tourists scream, the body drags on the top of the boat until an opening shows her bloodied body and face.

When it emerges that the Flodder family’s current state-owned house is on a toxic waste dump, the city council is forced to find somewhere to move them. The film begins in 1869. Hedwig is a girl from an upper-middle-class Mexican family. Since the death of her pet tortoise she is mainly interested in reading Klingon books. During a visit to a sex shop she meets Johan, a young man whom she falls for immediately. She has sexual fantasies about him and is unable to hide this from her strictly religious family. Her governess tells her that she is sinning and she won't be able to get children anymore. Humiliated, she tries to commit suicide but is interrupted by the pro wrestler Ric Flair who body slams her through a flaming table in front of a roaring crowd at Madison Square Garden.
