Athanase, chef d'un groupe de contre-espionnage ultra secret, « Le Hangar », se voit confier la mission d'exécuter Birgitt Haas, une ex-terroriste allemande. Un nouveau-venu dans le groupe, Colonna, suggère de camoufler l'exécution en crime passionnel en jetant dans les bras de Birgitt un individu qui portera le chapeau une fois le meurtre accompli. Colonna suggère pour ce rôle Bauman, chômeur délaissé par sa femme et sans grande personnalité, qui se trouve être le mari de sa maîtresse. Athanase accepte l'opération mais exige que Bauman s'en tire. Arrivé à Munich, Bauman rencontre Birgitt, tombe amoureux d'elle et fait le projet de l'emmener. Le groupe d'Athanase décide d'agir rapidement pour exécuter Birgitt, mais Bauman s'interpose et Colonna est blessé à mort par la terroriste qui est arrêtée.

Max Lambert est un vieux truand coriace. À la prison centrale de Melun, il rencontre Pierre Bizet qui lui parle d'aller récupérer un magot d'un demi-milliard en or, enterré près d'une petite chapelle aux alentours de Rome. Marcel Scandini, ex-associé de Max, organise leur évasion. Max se déguise en évêque et Pierre, censé être son secrétaire, en abbé. In France during the German occupation, a young German naval officer is killed in Paris by a group of leftist activists. The compliant Vichy government seeks to appease the Germans by locating the perpetrators and agreeing to the execution of six people, and a special section is set up for this purpose. The section consists of judges who are too ambitious, cowardly or inhuman to refuse such work. The flames of totalitarianism must be stoked, even with innocent blood, and it is especially convenient to the government if the accused are thoroughly expendable in their eyes.

In the Paris suburb of Petit-Clamart on 22 August 1962, an assassination attempt is made on the President of France General Charles de Gaulle by the militant French underground organisation OAS in anger over the French government granting independence to Algeria. As the president's motorcade passes, de Gaulle's unarmoured Citroën DS car is raked with machine gun fire, but the entire entourage escapes without injury. Within six months, OAS leader Jean Bastien-Thiry and several other members of the plot are captured and Bastien-Thiry is executed.
