Three years after the events of the original film, the authorities are attempting to return law and order to ravaged District 13. However, their efforts so far have failed to do so. The death of gang overlord Taha Ben Mahmoud has left a power vacuum, and total control of the area is now being fought over by five rival territorial gang lords who want to step into Taha's position. Leïto tries demolishing the walls surrounding the district on a daily basis, but is told to stop by African gang lord Molko, who sees the walls as protection from outside the district.

Black, a Frenchman with African roots, commits in France a heist with some complices. The early arrival of alarmed police kindles a shooting. Black's complices are killed and he can only scarcely escape by jumping from a bridge onto a running train. When he is all alone in his hideout, he receives a long distance call from a cousin in Africa. Black is asked to rob diamonds from a bank. His cousin makes him believe this was easily done. Black travels consequently to Africa. Once there, he has to realise that the responsible Africans he intends to rob are more sophisticated than he had thought. Moreover a group of Russian soldiers of fortune also wants to steal the diamonds. Black outsmarts them and retrieves the diamonds during their holdup. Unfortunately his cousin tries to betray him. That is his cousin's downfall. Now all on his own, Black is caught by a feisty female police agent. Soon both are hunted by vengeful former Russian commandos. While trying to elude, they get entangled in a local mystic prophecy and their struggle is lifted to a higher, supernatural level.

In 2010, social problems have overrun the poorer suburbs of Paris; especially Banlieue 13, commonly referred to as B13: a ghetto with a population of some two million. Unable to control B13, the authorities construct a high wall topped by barbed tape around the entire area, forcing the inhabitants within to survive without education, proper utilities or police protection behind the containment wall. Police checkpoints stop anybody going in or out. Three years later, the district has become overrun with gangs. Leïto (David Belle) is a fighter of such gangs. The beginning of the film depicts Leïto washing a case full of drugs down the drain, then escaping the gang who has come to collect the drugs. The gang's leader, Taha, kidnaps Leïto's sister Lola in retaliation; Leïto is able to rescue her and take Taha to the police station, but the police arrest Leïto and let Taha leave with Lola, stating that they're leaving the district.

The story is about a young woman living in Paris, in the Bastille neighborhood, who has lost her cat. Through the pursuit of the cat, the film lets the spectator discover the contrasts of the district, which is evolving from a typical Parisian district to a modern and young district and the contrast between its inhabitants, among them a nice simpleton and the old women who are bored. In fact it is the story of a village in a large city, Klapisch shows once again the behaviour of an individual inside a group, as he did in Le péril jeune or Riens du tout. This time he has succeeded in joining together actors, theatre actors and residents of the district, creating a credible atmosphere that is probably the reason for the success of this film outside France.
