Michael Trubshawe (7 December 1905 – 21 March 1985) was a British actor and former officer in the Highland Light Infantry Regiment of the British Army. Trubshawe was very close friends with fellow British actor David Niven, serving together at Malta and Dover, and was best man for both of Niven's weddings, and is constantly referred to in Niven's memoirs The Moon's a Balloon, where Niven refers to finding out he would be working with him in The Guns of Navarone as 'A lovely bonus for me.'

The mysterious Michael Rimmer (Cook) appears at a small and ailing British advertising agency, where the employees assume he is working on a time and motion study. However, he quickly begins to assert a de facto authority over the firm’s mostly ineffectual staff and soon acquires control of the business from the incompetent boss Ferret (Arthur Lowe). Rimmer then succeeds in establishing the newly invigorated firm as the country’s leading polling agency, and begins to make regular TV appearances as a polling expert. He subsequently moves into politics, acting as an adviser to the leader of the Tory opposition, and then becomes an MP himself, for the constituency of Budleigh Moor (a reference to Cook's frequent collaborator, Dudley Moore), along the way acquiring a trophy wife (Vanessa Howard). Relying on a combination of charisma and deception—and murder—he then rapidly works his way up the political ladder to become prime minister (after throwing his predecessor off an oil rig), and finally, by public demand, a near-dictatorial president. Ferret attempts to assassinate Rimmer as he and his wife ride through the capital in an open-topped convertible, but fails and falls to his death.

Sir Guy Grand (Peter Sellers), an eccentric billionaire, together with his newly adopted heir (formerly a homeless derelict), Youngman Grand (Ringo Starr), start playing elaborate practical jokes on people. A big spender, Grand does not mind handing out large sums of money to various people, bribing them to fulfill his whims, or shocking them by bringing down what they hold dear. Their misadventures are designed as a display of father Grand to his adoptive charge that "everyone has their price"—it just depends on the amount one is prepared to pay. They start from rather minor spoofs, like bribing a Shakespearean actor (Laurence Harvey) to strip during a stage performance of Hamlet, and convincing a traffic warden (Spike Milligan) to take back a parking ticket and eat it (delighted by the size of the bribe, he eats its plastic cover too) and proceed with increasingly elaborate stunts involving higher social strata and wider audiences. As their conversation reveals, Grand sees his plots as 'educational' ("Well, you know, Youngman, sometimes it's not enough merely to teach. One has to punish as well").

An international car rally in the 1920s attracts competitors from all over the world to compete in the Monte Carlo Rally. Dante Fontana is an antique dealer of Perugia, and is infatuated with British culture. But he is always thwarted by his wife and relatives, who see him as a silly dreamer who gets lost in stories rather than doing serious work. But Dante does not lose hope, and plans a vacation to London to learn more about the habits of the British so much that make him mad. However, Dante is hard to settle in, and often makes typical Italian blunders, gaining the scorn of the highly educated and refined British public. After taking part in a fox hunt, Dante is invited by a rich English nobleman who shows him an ancient Etruscan statuette. Dante says that the object is a fake and shatters it. Then chased away by gunfire, Dante takes refuge with a group of young flower children and with them, takes part in a riot. Arrested, Dante is sent back to Italy where he resumes his monotonous work.

Financial disaster looms for Grand Fenwick when the current vintage of its only export, wine, starts exploding in would-be consumers' faces. Prime Minister Mountjoy (Ron Moody) decides to ask the United States for a loan, ostensibly to fund its entry in the race to the Moon, but actually to save the duchy (and install modern plumbing so he can have a hot bath). The devious politician knows that the Americans will not believe him, but will consider the half million dollars he is asking for to be cheap propaganda supporting their hollow call for international co-operation in space. He is delighted when they send him double the amount as an outright gift. The Soviets, not wishing to be one-upped by their Cold War rivals, deliver an obsolete rocket. Mountjoy asks resident scientist Professor Kokintz (David Kosoff) to arrange a small explosion during the "launch" of their lunar rocket to make it look like they have actually spent the money as intended.
