In the village of Assola, divided in half by the French-Italian border, the smuggler living Neapolitan Giuseppe La Paglia (Toto) and the French customs officer Ferdinand Pastorelli (Fernandel). On the feast day of the town on the French side, Ferdinand Joseph stopped arriving late to the traditional parade that was to bring the French flag, and during the following reception of the hotel two borders, which is divided in half by the border, Joseph discovered that Ferdinand was born Italian mother and an unknown father in the kitchen of the restaurant which is located in the Italian part of the hotel, for which, though recorded at the French Ministry, the customs officer, is actually Italian and is not entitled to exercise the profession. A subsequent audit at the municipality of Assola, Ferdinand discovers that those who recorded the birth years before, Gaspar Donnadiè, owner of the two borders, failed to register there, while it was the Italian municipality. The same Donaddiè tells Ferdinand that he went to the town hall French because it was raining that day and it was closer than the Italian one.

In 1922, during Fascism, Antonio La Quaglia accepts the assignment to the station master in a remote town called Piovarolo, because that's where it always rains. Antonio soon realizes that life in the small village is sad, because the inhabitants are all old, deluded, dying, without hope. Antonio so hopefully he will be moved to a larger city; but the years pass and Antonio helds the same job. One day he sees off the train a beautiful lady, who does the primary school teacher. Au lendemain de la Guerre, Nannina, lassée par l'excès de misère, rêve de bien-être matériel. Elle reproche à son mari, Giovanni Straselli, présentement chauffeur de camion, de ne pas avoir le flair et la débrouillardise de son ami, Gaetano Schioppa, voyageur d'affaires, qui a su s'enrichir grâce au marché noir. Lors d'un déplacement à Naples, Giovanni recueille Nello, un enfant abandonné, et, en dépit des récriminations de Nannina, l'héberge chez eux. Un jour, Giovanni et Gaetano se retrouvent impliqués dans un trafic de fausse monnaie. Ils sont finalement écroués et, de ce fait, licenciés. D'un autre côté, le père de Nello vient d'être retrouvé dans les décombres des bombardements de la Guerre. C'est le cœur serré que Nannina et Giovanni acceptent de se séparer de l'enfant qu'ils avaient provisoirement adopté. Reconnaissant et magnanime, le père de Nello, propriétaire d'une entreprise dans le Nord, offre un poste de travail à Giovanni.
