Otto James Messmer (August 16, 1892 – October 28, 1983) was an American animator, best known for his work on the Felix the Cat cartoons and comic strip produced by the Pat Sullivan studio.

The extent of Messmer's role in the creation and popularity of Felix is a matter of ongoing dispute, particularly as he only laid his claim to the character after the death of Sullivan, who until that time had received the credit. However, most prominent comics and animation historians support Messmer's claim, as do the veterans of the Sullivan studio.

Felix brings his nephews Inky and Winky to the park for a picnic. However, they always seem to be delayed. While they say their grace, a rabbit gets a snake to steal their meal. When they try to get it back, it rains so they needed to go back home. Inky and Winky are upset and Felix does his best to carry them out on the picnic. Fortunately, the rain stops and the three continue to the picnic. It rains again for a short while, but then it gets better. They say their grace again before eating, and someone else steals their meal. Felix runs after the culprit however, he can't catch him. At the end of the story, a stork comes with a picnic basket. Hoping the stork has found his meal, Felix opens the basket with joy, but he finds out it is just more kittens.

Felix is a hungry cat in the city, looking for food remnants in a trash bin. Finding nothing inside, he heads toward a nearby apartment building. To his amazement, he finds roast chicken hanging next to an upper window. To reach it, he sneaks into a musician's tuba which then propels him upward. Felix gets his hands on the meat, only to have himself grabbed and thrown back down by a resident.
