An NSA mission to collect intel on Anarchy 99, a mercenary group made up of former Russian soldiers goes awry when the agent's identity is discovered by the group. NSA Agent Augustus Gibbons, overseeing the operation to get any intel on the group's plans for the biochemical weapon named "Silent Night" that has been missing since the fall of the Soviet Union, believes the only way to get close is to recruit an agent that would not have any ties to the United States government. He selects Xander Cage, also known as X, an extreme sports professional and host of his own television show who is outspoken against the government and was recently captured by the FBI for stealing and destroying a prominent California senator's car as an act of protest. Gibbons puts Cage through two tests - stopping a staged diner robbery, and escaping from a drug cartel's plantation in Colombia - and offers Cage the mission. Cage reluctantly agrees when Gibbons offers to wipe his criminal record away.

Chazz, Rex and Pip are in a Los Angeles rock band called The Lone Rangers who are continuously turned down as they try to get their demo tape heard by producers. After scolding him for being lazy, Chazz's girlfriend Kayla kicks him out of her apartment. They decide to try to get the local rock station KPPX to play their reel-to-reel tape on the air and attempt to break-in through the back door. After several unsuccessful attempts, a station employee comes out to smoke and they keep the door from shutting behind her.

The film deals with five friends who share a house (called "El Rancho") while attending art school at UC Santa Cruz. Now they are graduating, and they are struggling to cope going their separate ways. Party animal Jack (Ben Affleck) is still reeling over breaking up with his girlfriend, while also contending with his career choice to be an artist to the chagrin of his upper class parents. Rob (Sam Rockwell) is committing, although reluctantly, in moving to Los Angeles with his longtime girlfriend. Longtime student Dennis (French Stewart) has been accepted to a master's program at school in Michigan, although his mentor's influence may persuade him to stay in Santa Cruz. Mickey (Vinnie DeRamus) doesn't know how to tell his longtime friend Chelsea (Alyssa Milano) that he's in love with her while Slosh (Vien Hong) gave up his brilliant potential by dropping out and becoming a ne'er-do-well drunk with dead end jobs. The five must decide whether to continue living their glory years together for another year or carry on and follow their futures as adults.

In Virginia, a rancher discovers dead bodies over his farm and decides to investigate. As he finds more bodies, he is killed by one of the assailants himself. Meanwhile, attackers use special explosives to break into an NSA bunker beneath the horse farm. There, NSA Agent Augustus Gibbons fends off the attackers before barely escaping himself. Sergeant Alabama "Bama" Cobb is later revealed to be responsible for the attack on the bunker. After escaping the attack, Toby Shavers, Gibbons's assistant, informs that, with the attack on the NSA bunker, Cobb also had Xander Cage, the XXX agent, assassinated in Bora Bora. To find a new substitute, Gibbons meets with Lt. The film opens in a New York police station as a pair of "low-lifes from Queens" named Johnny B. (John G. Brennan) and Kamal (Kamal Ahmed) are taken into police custody and interrogated by an NYPD detective named Robert Worzic (Brad Sullivan). Worzic demands to know exactly how the pair got into their situation, so Johnny explains that for the past twenty years, he and Kamal frequently entertained themselves by performing prank calls on the telephone.
