Richard Douglas "Rick" Hurst (born January 1, 1946) is an American actor who portrayed Deputy Cletus Hogg, Boss Hogg's cousin, in the 1980 to 1983 seasons of The Dukes of Hazzard as well as The Dukes of Hazzard: Reunion! in 1997 and The Dukes of Hazzard: Hazzard in Hollywood in 2000. He has also appeared in many movies, including The Karate Kid, Part III (1989) as the Announcer.
He makes numerous appearances at various Dukes of Hazzard events and at Cooters in Nashville and Gatlinburg, Tennessee. He also has made appearances at The World Of Wheels in Birmingham, Alabama.
Hurst's son is actor Ryan Hurst.

Hazzard County is having a reunion festival, which includes a Toughman-style contest, and a rattlesnake chili cookoff, along with several other events. Uncle Jesse is the grand marshal of the reunion and at the same time, is facing a lawsuit filed by Mama Josephine Maxx for access across Duke property to the Hazzard swamp where she intends to build a theme park. Jesse however, refused access, not wanting to see the swamp destroyed. This however, has made the rest of the townsfolk angry with him, as the new theme park means new jobs, and revenue for Hazzard County.

The story picks up after The Karate Kid, Part II. In the aftermath of his abusive behavior at the All-Valley Tournament, Sensei John Kreese (Martin Kove) loses all of his students. An unidentified flying object makes an emergency landing on Earth and is taken into custody by the United States government. The occupant of the "flying saucer" turns out to be a strange cat-like alien named Zunar-J-5/9 Doric-4-7. Since the Mother Ship cannot send a rescue party before it leaves the solar system, the cat sets about investigating how to repair the ship himself. Using a special collar that amplifies telekinetic and telepathic abilities, he follows the military to the Energy Research Laboratory (or E.R.L.), where they hope to learn how the UFO's power source works. One of the lab's scientists, Dr. Frank Wilson, attracts the cat's attention when his theory on the power source, while ridiculed by the rest of the staff, is actually on the right track.
