In 1945, twenty-three years after scoring the winning touchdown for his college football team (as told in The Freshman), mild-mannered Harold Diddlebock (Harold Lloyd), who has been stuck in a dull, dead-end book-keeping job for years, is let go by his pompous boss, advertising tycoon J.E. Waggleberry (Raymond Walburn), with nothing but a tiny pension of $1,000. Chuck Scott (Robert Cummings) is a World War II veteran who is now a penniless drifter in Miami tormented by bizarre dreams. After finding a wallet and showing his honesty by returning it to Eddie Roman (Steve Cochran), a vicious gangster, Roman hires him to be his driver. Roman tests his new driver, whom he nicknames 'Scotty,' by assuming control of his car from the back seat. Unbeknownst to Scotty, Roman has an accelerator installed in the rear passenger compartment so that he can "take over" the vehicle whenever he wants. This bizarre trick unnerves his new driver as well as Roman's right-hand man, Gino (Peter Lorre).

Mirror magazine's top photographer Katherine Grant (Claudette Colbert) is assigned to photograph the Interborough Vehicular River Tunnel project in New York City. Wearing a hardhat and boots, the beautiful photographer is taken underground to the construction site where she is not greeted warmly by the superstitious tunnel workers, called "sandhogs", who believe that women in the tunnel bring bad luck. When she sneaks closer to the drilling point to get a better view, her presence distracts some of the workers and causes an accident that nearly kills Jim Ryan (Fred MacMurray), the cocky well-built sandhog they call "Superman". When she sees the unconscious Ryan about to be crushed by a machine, she drags him to safety.

The film starts with con-artist Chuck Reardon (Bing Crosby) as a side-show caller at a circus advertising an act featuring his friend Hubert "Fearless" Frazier (Bob Hope), as a human cannonball, with 'Fearless' quickly substituting a dummy at the last minute and hiding in a secret compartment. The flaming dummy sets the big tent on fire and everyone into a panic and the two of them flee. Their subsequent acts show 'Fearless' doing more dangerous acts, usually getting injured. When Chuck brings the next 'great idea', wrestling a live octopus, 'Fearless' finally balks and wants to go back to the states. At a fancy restaurant, they're sent champagne by a wealthy man, diamond baron Charles Kimble (Eric Blore). The festive mood turns sour when the police show up, but Kimble bails them out. They decide to go home to the United States, but when Chuck goes to get the tickets Kimble invites him onto his yacht for a drink.
