Soo-myung and Seung-min, both 25 years old, meet for the first time at Soori Hope Hospital, a run-down psychiatric facility located on a mountain. Soo-myung has been institutionalized since he was nineteen after the trauma caused by his mother's suicide, and has a phobia of scissors. Seung-min is sane and a champion paraglider, but was forcibly committed by his greedy half-brother to get Seung-min's share of the family inheritance. Soo-myung is a model patient, peacefully and passively spending his days in the hospital despite its abusive nurses, unlike Seung-min, who is a walking time bomb. Jae-joon used to be a promising young CEO of an IT company, until he unexpectedly becomes a postman. He delivers the letters grieving people have written to their loved ones in Heaven. One day, he comes across Hana, who writes a letter full of resentment to the dead man that she used to love, and reveals his presence to her. Jae-joon proposes that Hana delivers responses which come back from Heaven and the two think up various ways to give peace and happiness to those who are alive and left behind, sometimes by writing the responses themselves. Jung Do-man is a low-ranking traffic cop whose tendency to do things "by the book" sometimes gets him in trouble, such as when he pulls over his new boss, newly instated police chief Lee Seung-man, and issues him with a traffic ticket. Though surprised and annoyed by the unexpected fine, the police chief has bigger problems; the town of Sampo has been hit by a string of bank robberies, and to reassure the public he decides to carry out a realistic drill which will demonstrate the police force's capability. In 2009, the Korean Peninsula (Chosun) is still under Imperial Japanese rule and Japanese Bureau of Investigation (JBI) agents Masayuki Sakamoto and Shojiro Saigo thwart a hostage crisis at a museum in Keijo by a terrorist group known as the Hureisenjin. The exact motivation for the hostage situation is unknown, but during the investigation, Sakamoto discovers a museum artifact, a crescent-shaped rock known as the "Lunar Soul", found by one of the slain terrorists. After discovering that the Hureisenjin has a long history of targeting the Inoue Foundation, a group founded around the artifacts collected by the second Resident-General of Korea, Sakamoto begins to suspect the Hureisenjin were attempting to steal the Lunar Soul, although both he and Saigo are puzzled as to why a terrorist group would put so much effort into stealing historical artifacts. The Hureisenjin ambush the convoy shipping the foundation's artifacts back to Japan and take the Lunar Soul. The terrorists confront Sakamoto and Saigo in a gunfight, where Sakamoto encounters Oh Hye-rin, the organization's female leader.
