The film opens with Zawame City ravaged by a fight between the Heisei Riders and the Shōwa Riders, before going back in time to the week before, when workers from the Yggdrasill Corporation are dragged by an unknown force to underground. Upon hearing rumors about it, Kouta Kazuraba investigates the area with his friend Mai Takatsukasa, just to fall into a hole as well and find themselves in an underground, alternate version of the city. The two find a boy called Shu, who has the power to revert things and is certain that he has something important to do, but he does not remember what it is. Kouta and Mai then bring the boy to the surface and Takeshi Hongo appears demanding them to hand him over, when soldiers from the Underground Badan Empire appear to kidnap him as well and Takeshi transforms into Kamen Rider 1 to allow Kouta, Mai, and Shu to escape. Badan then launches an attack on the surface, and Armored Riders Baron, Ryugen, and Zangetsu Shin appear to fight back alongside Kouta, who transforms into Armored Rider Gaim as well to protect his friends. However, Gaim is attacked by Kamen Rider Fifteen, who is also seeking the boy and also possesses a Lockseed that allows him to transform into the Rider Arms of the 15 Heisei Riders, and when Kamen Riders 1, 2, and V3 appear to fight him, Shu uses his powers to escape with Gaim and Mai.

Une nuit, une tornade aux couleurs de l'arc-en-ciel avala le monde. Haruto et Koyomi se retrouvent propulsé dans un monde où n'importe qui peut utiliser la magie. A transaction meeting Gamou was to have with Foundation X goes awry when a mysterious woman named Inga Blink steals replica Horoscopes Switches for space warfare. Telling Hayami and Tatsugami not to pursue, Gamou tells them they will have the Kamen Rider Club deal with her. At Amanogawa High School, Mr. Ohsugi takes Gentaro, Yuki, Kengo, and Ryusei out of computer class and takes them to the Rabbit Hatch to meet up with the rest of Kamen Rider Club. There, they meet a strange lady named Shizuka Shirayama who is a member of OSTO Legacy and requests the Club's assistance. Argeeing to help, the Kamen Rider Club members are taken into a bus and blindfolded for security reasons. But on the way, they are attacked by a robot named Black Knight. Transforming to hold the pursuing Black Knight at bay, Kamen Rider Fourze battles the attacker while Ryusei and the others find themselves boarded by Inga Blink who Ryusei fights while getting her out of the bus. However, Inga destroys the accompanying van to blocks the road while wounding Ryusei with a one-inch punch. When Fourze arrives, warning the Kamen Rider Club not to interfere, Inga summons Black Knight to take her away.

The movie begins with Phantoms Medusa and Phoenix approaching some Gates who are trapped in a strange machine and Xatan, Eel and Gahra, a trio of monsters known as the Akumaizers appear before them, claiming that the machine makes use of the captives' mana to summon revived monsters endlessly as part of their plan to get revenge on the Human Race for banishing them to the underground thousands of years ago. Upon learning that the Phantoms were sent there by their leader Wiseman to assist them, Eel opens a time portal to travel to five years in the future.

Set in the Muromachi period in early 16th century Japan, the young ninja Rantaro (Seishiro Kato) is born into a family of low-ranking ninjas. Rantaro is sent by his father and mother (Shido Nakamura and Rei Dan) to attend the six-year course at a Ninja Academy run by Denzo Yamada (Susumu Terajima). Rantaro's homeroom teacher is Hansuke Doi (Takahiro Miura) and head of the Ninja Girl classes at the school is Shina Yamamoto who appears as either a beautiful young woman (Anne Watanabe) or an older woman (Tamao Nakamura). After going home to his parents' farm for the holidays, Rantaro is joined by his schoolmate Shinbei (Futa Kimura) but they later decided to stay with teacher Doi. One day, some Usetake ninjas arrive at the house of flamboyant hairdresser Yukitaka Saito (Takeshi Kaga) and his son Takamaru (Takuya Mizoguchi) in order to kill both of them. Yukitaka and Takamura used to belong to the Usetake clan, but Rantaro and his friends aim to save them by joining a contest that ends with a race to ring a bell on top of a mountain.

Standing at a subway station a young man, Kurono (Kazunari Ninomiya), watches as his old primary school friend, Kato (Ken'ichi Matsuyama), attempt to rescue a man who has fallen onto the tracks. Kurono ends up on the tracks with Kato after the man has been rescued, just as a train is speeding through the station. The pair are surprised to find themselves not dead, but rather relocated to a room with a few other people. When they turn around, they see a strange black sphere, about two meters in diameter.
