Jung-min is the new detective assigned to a neighborhood where a serial killer commits murder every rainy Thursday. Laidback and blundering at his job, Jung-min is actually secretly studying for a civil servant exam to get away from his boss who's always picking on him. Every day, residents protest outside the police station, shouting that the police should make up for the falling apartment prices and catch the murderer. To make matters worse, Jung-min's mother who happens to be the president of the women's association is leading the protest. He vows to catch the killer this time in order to save his dignity as a detective and a son. However, his elaborate plans are upset by the appearance of Young-seok, the neighborhood unemployed bum. Because of the reward for the killer's capture, Young-seok is trying to catch him well, and his natural detective skills lead him to always arrive at the crime scene one step ahead of the police. Furthermore, he criticizes every little thing that Jung-min does and is a royal pain in the neck. Jung-min absolutely cannot let Young-seok solve the case and take away his chance of a lifetime, so a rivalry forms between the two as they both race to catch the killer.

Part one The film tells the love story of a male engineering college student, Gyeon-woo, and "the Girl" (who is never named in the movie). Gyeon-woo just cannot seem to catch a romantic break. One day, at dinner, Gyeon-woo is interrupted by a call from his mother, telling him to visit his aunt and meet a potential date. At the train station on his way to his aunt's, he observes a drunk girl, standing precariously close to the edge of the train platform as the train approaches; he pulls her to safety just in time. Inside the train, Gyeon-woo cannot help but stare at the girl who is his "type" but repulsed by her drunkenness. Finally, she throws up on a passenger and faints but not before she calls Gyeon-woo "honey". The passenger aggressively chides Gyeon-woo and tells him to take care of his "girlfriend". Gyeon-woo, completely flustered, carries her all the way to the nearest hotel. Thus begins his comically ill-fated relationship with the Girl. They meet each other again after Gyeon-woo gets locked up in jail over a misunderstanding, and over soju the Girl cries, admits to breaking up with her boyfriend the day before and gets thoroughly drunk, resulting in a second trip to the same hotel.

Set in the 1980s, Sang-ho is a student activist hiding out in a small rural village. He accidentally witnesses a married couple having sex through a hole on the floor of his second story room. He discovers he is a voyeur at heart and becomes bolder and bolder in his actions. One day, he gets an opportunity to play out his fantasies. When the husband is not home, Sang-ho goes downstairs. Imitating the husband's manner of foreplay even down to the sequence, the young man has sex with the wife. She, like Sang-ho, is a prisoner of the house. The second time he comes to her, he touches her in a different way which makes her turn around and discover that there is a stranger in her bed. But this does not deter her as she reaches out to him for an intense embrace. The husband, Tae-yeol, is an ex-policeman fired for alleged corruption, and his wife Hee-ran, who was raped by him as a young girl, for the sake of status quo has ended up as his wife and prisoner.
