Edward Lewis (Richard Gere), a successful workaholic businessman and corporate raider in Los Angeles on business, accidentally takes a detour on Hollywood Boulevard while looking for Beverly Hills. He unsuccessfully tries to ask for directions and ends up in the red-light district, where he encounters a sex-worker named Vivian Ward (Julia Roberts), who mistakes him for a possible client. Her roommate and best friend, Kit De Luca (Laura San Giacomo), encourages her to recruit him, though he only wants directions and makes a deal with her to pay her if she shows him the way. Intrigued by her knowledge and wit he hires her to spend the night with him for $300 in his hotel's penthouse apartment, treating her to strawberries and champagne and sharing personal information with her. A bomb detonates in the plaza of the Colombian Consulate building in Los Angeles, killing nine people, including a caravan of Colombian officials and American intelligence agents. Among the civilians killed are the wife and son of LAFD firefighter, Captain Gordon "Gordy" Brewer, who was injured in the explosion. A tape is sent to the U.S. State Department, in which a masked man calling himself "El Lobo" (The Wolf) claims responsibility, explaining it was in retaliation for the oppression of Colombia by the United States. The FBI believes El Lobo is a Colombian terrorist named Claudio Perrini. CIA Special Agent Peter Brandt, the Colombia Station Chief, is harshly reprimanded for the incident by a Senate Oversight Committee, who promptly terminate all CIA operations in Colombia. Brandt angrily returns to Mompós and meets with his paramilitary allies to plan a major offensive to take down Claudio.

In 1898, Sir Robert Beaumont (Tom Wilkinson), the primary financier of a railroad project in Tsavo, Kenya, is furious because the project is running behind schedule. In 1991, Thomas Hardy (Bruce Willis), a Pittsburgh Police homicide detective, has just broken the Blue Code of Silence by informing on his partner and cousin, Jimmy Detillo (Robert Pastorelli), for using excessive force on a suspect. He attends the Policemen's Ball with his father, Vince Hardy (John Mahoney). However, the ball is postponed after a police scan goes out indicating a serial killer nicknamed the Polish Hill Strangler has been spotted on the 31st Street Bridge. While pursuing the killer, Tom gets into an accident and is knocked unconscious. When he regains consciousness, he learns his father has been shot dead and the killer has escaped. Police make an arrest based on the testimony of Chick Chicanis (Gareth Williams). Meanwhile, rather than go to prison, Jimmy climbs to the top of the 31st Street Bridge and jumps off. His body is never found.

At the beginning of the film, two lonesome Texas Rangers, Roland Sharp (Tommy Lee Jones) and Maggie Swanson (Liz Vassey), are going to a church in order to question Percy Stevens (Cedric the Entertainer) about the whereabouts of his former prison roommate, Morgan Ball, who they want to testify against organized crime boss John Cortland. Percy is indignant, telling Sharp and Swanson that he is a "man of God" and hasn't spoken with Ball in years. However, Percy's cellphone rings, displaying Ball's name. Sharp and Swanson track down Ball to the warehouse, where Ball gives Sharp a key in an attempt to buy him off. Instead, Sharp takes the key and forces Ball outside, where FBI agent Eddie Zane (Brian Van Holt) is waiting. As they talk, a sniper begins shooting, wounding Swanson and giving Ball a chance to escape. It is revealed the sniper is after Ball, and a group of cheerleaders from the University of Texas at Austin witness his murder. Agent Zane is found shot in the arm next to Ball's body and claims he didn't see the sniper.
