Undercover cop Jeffrey Cole (Omar Epps) is a recent graduate of the Cincinnati police academy who dreams of working undercover. Cole manages to get an undercover assignment the day of graduation and earns the praise of his superiors. Good at earning the trust of small-time drug dealer, Cole is given the task of taking down state-wide crack dealer Dwayne Gittens (LL Cool J), an underworld boss so powerful that his nickname is "God". Gittens is known as a family man and a man of the people, contributing to his community and helping those in need. However, there is another side to him, a ruthless leader of a criminal empire who will torture or kill anyone without question. Gittens controls eighty percent of the drug traffic in Cincinnati, Ohio, controls many of his opponents through bribery or intimidation, and appears to be untouchable. Building up his skills and credentials as an effective undercover officer, Cole earns the praise and adoration from his superiors, and he is eventually assigned to undercover work in the case against Gittens.

Une jeune étudiante, Catherine (Sarah Polley) se retrouve embrigadée dans un groupuscule néo-nazi par amitié pour son amie Erina (Tanya Allen), le NIM (National Identity Movement, mouvement pour l'identité nationale). Le racisme et la violence gratuite pratiquée par ces fanatiques déstabilisent cependant Catherine et Erina. Jusqu'au jour où cette dernière, écœurée par la violence aveugle du groupe, décide de quitter le NIM. La jeune femme, moralement fragile depuis la mort de son père, finit par se suicider, ce qui a pour conséquence d'ouvrir les yeux de Catherine. Elle quitte elle aussi le groupe, renie le racisme et reprend sa vie en main. En abandonnant le NIM et son idéologie, la jeune femme reprend peu à peu goût à la vie.

As he investigates the missing person report of a teenager named Chris Gant (based on Gacy's genuine final victim, Robert Piest), Des Plaines, IL detective Lt. Joe Kozenczak (Riley) becomes concerned that local businessman John Wayne Gacy (Dennehy) may be responsible for this and well as many other disappearances. However, when he and his team are ready to arrest Gacy, their evidence is viewed as being circumstantial. Worst of all, everyone (including Konzenczak's superiors) view Gacy as a respectable pillar of society.
