In the 1997 general election, Tony Blair (Michael Sheen) becomes Britain's Labour prime minister. However, the Queen (Helen Mirren) is wary of Blair and his pledge to modernise Britain, despite his promises to respect the Royal Family. Three months later, Diana, Princess of Wales dies in a car crash at the Alma Bridge tunnel in Paris. Blair's director of communications, Alastair Campbell (Mark Bazeley), prepares a speech in which Diana is described as the people's princess. The phrase catches on and millions of people across London display an outpouring of grief at Buckingham and Kensington Palaces. Meanwhile, the Royal Family is still at their summer estate in Balmoral Castle. Diana's death sparks division amongst members of the family, with some of the view that since Diana was divorced from Prince Charles (Alex Jennings) a year prior to her death, she was no longer a part of the royal family. They argue that Diana's funeral arrangements are thus best left as a private affair of her noble family, the Spencers. Charles, however, argues that the mother of a future king cannot be dismissed so lightly, and persuades the Queen to authorise the use of an aircraft of the Royal Air Force to bring Diana's body back to Britain.

À la fin de son règne, lors du Jubilé de 1887, on découvre la reine empêtrée par l'obséquiosité servile de son entourage. Anna Ivanovna, a British-Russian midwife at a London hospital, finds a Russian-language diary on the body of Tatiana, a 14-year-old girl who dies in childbirth. She also finds a card for the Trans-Siberian Restaurant, which is owned by Semyon, an old vor in the Russian Mafia. Anna thus sets out to track down the girl's family so that she can find a home for the baby girl, having meetings with Semyon, whom she initially regards as friendly. Anna's mother Helen does not discourage her, but Anna's Ukrainian uncle and self-described former KGB officer, Stepan, whom Anna asks for help with the translation of the diary, urges caution. Through translation of the diary, Anna comes to learn that Semyon and his ignorant therefore unstable son Kirill had abused the girl, addicted her to heroin, forced her into prostitution, and raped her. Ultimately, Anna realizes that the baby was fathered by Semyon (in several scenes it is made clear that Kirill is impotent and never had sex with Tatiana).

The film is based on the true story of the Windmill Theatre in London. Eccentric 70-year-old widow Mrs Laura Henderson purchases it as a post-widowhood hobby and appoints autocratic manager Vivian Van Damm. In 1937, they start a continuous variety revue called "Revudeville", but after other theatres in London copy this innovation, they begin losing money. Mrs Henderson suggests they add female nudity, similar to the Moulin Rouge in Paris, which is unprecedented in the United Kingdom. The Lord Chamberlain (Rowland Baring, 2nd Earl of Cromer) reluctantly allows this under the condition that the nude performers remain immobile, so the performances can be considered art, the equivalent of nude statues in museums.

Okwe is an illegal Nigerian immigrant to the United Kingdom who drives a cab in London during the day and works at the front desk of a hotel at night. The hotel is staffed with many immigrants, both legal and illegal. Okwe keeps himself awake by chewing khat, an herbal stimulant. A doctor in his home country, he was forced to flee after being falsely accused of murdering his wife. In London, he is pressed into giving medical treatment to other poor immigrants, including fellow cab drivers with venereal diseases. Okwe's friend Guo Yi, an employee at a hospital mortuary, provides him with antibiotics under the table.
