Solo (Van Peebles) is an android designed as a military killing machine. He is sent to Central America by General Haynes (Barry Corbin) to battle guerrilla insurgents, but a flaw develops in his programming and he develops a conscience and compassion. His developers try to take him back for deprogramming, but he flees to the jungle in a helicopter. His main energy supply was damaged during the first mission, forcing him to switch to his much less powerful secondary power.

A huge solar flare is predicted to irradiate the Earth. Astronauts aboard the spaceship Helios must go to the Sun to drop a bomb equipped with an Artificial Intelligence (Freddy) and a Japanese pilot (as a backup if the Artificial Intelligence fails) at the right time so the flare will point somewhere else. Giant IXL Corp CEO Teague thinks the flare will not happen and wants the mission to fail so he can buy the planet cheaply while the scare lasts. Employee Haas prepares a surprise for the astronauts. While Steve Kelso commands the space ship where temperature rises, Steve's father Admiral 'Skeet' Kelso is searching the desert for Steve's son Mike who has gone AWOL to say goodbye to his dad but who inadvertently crossed the path of the guys from IXL after meeting desert-dweller Travis.

On the last day of school in 1988, Phyllis Nefler (Shelley Long) is a Beverly Hills wife recently separated from her husband, Freddy (Craig T. Nelson), a wealthy owner of an auto shop chain. Freddy feels Phyllis has become a self-absorbed "shopaholic" who never follows through on her commitments, and that she has drifted from the caring, imaginative personality that made him marry her. To prove him wrong, Phyllis decides to become the new den mother of their daughter, Hannah's (Jenny Lewis) unruly, leaderless local girl scout troop of Wilderness Girls. While Phyllis is boutique-hopping along Rodeo Drive, the council is overlooking her application, then approving it as they believe Phyllis has the makings of an excellent den leader. Although Phyllis severely lacks the skills found in most troop leaders, she resolves to teach the girls how to survive in "the wilds of Beverly Hills," even customizing new merit badges for her troop. One campout results in the troop getting hit by a rain squall, which Phyllis and the girls flee to the Beverly Hills Hotel. Despite her unorthodox ways, Phyllis demonstrates an unwavering commitment to the girls' well-being and acts as a surrogate mother/friend to the girls, who are often neglected by their own wealthy and distracted parents. However, during an award ceremony on a yacht, a woman gets knocked overboard and asks for a life saver and Phyllis responds which flavor. Fred remarks he was hoping to see Hannah learn a few outdoors and civil defense skills, such as first aid, and he is unsure about that under Phyllis' mentorship. Her unorthodox methods also run afoul of another scout leader, Velda Plendor (Betty Thomas), a mean-spirited, retired army nurse who runs her troop, the Culver City "Red Feathers" (of which her own daughter, Cleo (Dinah Lacey) is a member), like a military unit. Because Velda has considerable pull at the regional council level, she declares Phyllis' customized merit badges ineligible and sends her assistant troop leader, Annie Herman (Mary Gross), to infiltrate Troop Beverly Hills.

A retired secret service agent, Captain Matt Hunter (Dudikoff), takes on a sinister right-wing political organization called the Pentangle. He comes to the aid of his best friend Larry Richards (James), an African-American politician who has become a target for the Pentangle's henchmen. The film opens up on Operation Eagle Claw, the American operation to rescue American hostages being held at the U.S. embassy to Tehran. The operation is being aborted after a fatal helicopter crash, with the U.S. Delta Force evacuating to their C-130 transports. Among them is Captain Scott McCoy, who, against orders, rescues his wounded comrade Pete Peterson from the burning helicopter before the team finally evacuates. McCoy expresses his disgust for the politicians and military hierarchy that forced the mission to launch despite the risks, and announces he is resigning his commission.
