Bandai Visual Co., Ltd. (バンダイビジュアル株式会社, Bandai Bijuaru Kabushiki Gaisha), is a Japanese anime, film production and distribution enterprise, established by Bandai Company, Limited and a subsidiary of Bandai Namco Holdings, Inc., which is based in Minato, Tokyo, Japan. Since the reorganisation of Bandai Namco Holdings in 2006, Bandai Visual now heads the group's Visual and Music Content Strategic Business Unit. Its subsidiaries include the Emotion Music Company, Limited, (whose logos also include the Moai from Easter Island), and Lantis Company, Limited music publishing labels.

It is involved in the production and distribution of several anime titles, including those it has directly produced itself and anime series produced by the anime studio Sunrise, a subsidiary of Bandai.

Eriol Hiiragizawa's house is demolished to make way for a new amusement park in Tomoeda, activating a Clow Card, The Nothing, hidden underneath the house. After the park is built, she hides in its clock tower and begins secretly stealing the other cards from their mistress Sakura Kinomoto. Sakura faces her own challenges, having the leading role in a play her school is putting on as part of Tomoeda's annual festival, and her own feelings towards her friend Syaoran Li, who confessed to her before returning to Hong Kong. Sakura and her best friend Tomoyo Daidoji visit the amusement park, where Sakura senses a magical aura. Running into the park, she bumps into Syaoran and Meiling Li who returned for a visit, though Tomoyo and Meiling planned it to get Sakura to confess to Syaoran.

The story is set in a parallel 1950s Japan, in which Germany has conquered Japan. It focuses on Kazuki Fuse, a member of the elite Kerberos Panzer Cops, a metropolitan antiterror unit. Fuse confronts his own humanity when he fails to shoot a young female terrorist. The girl detonates a bomb in front of him, only killing herself. The incident damages the reputation of the unit and Kazuki is punished. He visits the ashes of the dead girl and meets Kei Amemiya, who claims to be the elder sister of the victim. They develop a relationship. Kei is eventually revealed to not be the suicide bomber's sister but instead a former bomb courier and a honey trap acting on behalf of the Special Unit's rival division Public Security.
