Produced by Bandai Visual, this film is a showcase for the popular wrestler Jushin Thunder Liger, who was based upon the anime series Jushin Liger created by Go Nagai, who supervised this film's production. In this film, Liger and his arch-enemy Bounty Viper turn into demon-beast versions of themselves, both designed by veteran makeup artist Steve Wang.
In this film, Jushin Thunder Liger, when unmasked, is played by actor Masaru Matsuda (to protect the real Liger's identity).
Synopsis
Popular wrestler Jushin Thunder Liger is having fits of dizziness and headaches, as he recalls childhood memories of being chased by demons. Helping him is a woman photographer named Miki Aizawa (Reiko Kataoka).Actors

Meeting Ryuji Iwasaki, Yoko Usami, and their Buddyloid partners, Hiromu Sakurada and Cheeda Nick join them in the maiden voyage of the FS-0O, an original Buster Machine, and its Buddyloid Ene-tan. But upon being altered to an Enetron disruption in the Akeisho District, where the Enetron regulation system Tokyo Enetower (東京エネタワー, Tōkyō Enetawā) is located, Hiromu takes control of the FS-0O to finds a group of Bulgers gathering water for the Metaloid Steamloid. The Go-Busters battle the Buglers with the Buddyloids covering the civilians before Steamloid shoots off a steam that corrodes the Buddyloids' bodies. As the Buddyloids are being tended to, learning of their enemy's ability that explained why no Valgass Megazord is being transported, the Go-Busters find that Tokyo Enetower is emitting transport energy. By then, Masato Jin arrives and points the team to an item on the tower that would teleport the surrounding area to subspace for its Enetron Tanks once fully powered. With Masato unable to help as Beet J. Stag falls victim to Steamloid's steam, Ene-tan offers her aid to get the Go-Busters to Tokyo Enetower to defeat the Metaloid before deploying the Buster Machines.

It has been a year Musashi retired from being a Team EYES member and now he has finally pursuiting his dream to become an astronaut. Musashi pilots his Planet 1 aka. TECCH Spinnar KS-1 and went on a journey to Planet Juran. However, much to his horror, the planet appeared to be a reddish and dusty wasteland. Not only that, Parastan, the Planet's protector died. Suddenly, a flying monster burst out from the ground and firing a reddish energy ball. As it about to ram Musashi's TECCH Spinnar KS-1, Ultraman Cosmos appeared and save him. As they dueled, Musashi founded that the monster is responsible for turning the Planet Juran into a barren wasteland via its energy beam. Cosmos destroyed the monster, causing a giant explosion and quickly rescuing Musashi from the explosion.

Jimmy Tong (Jackie Chan) is a taxi driver notorious for his speed and ability to get his customer anywhere in the least amount of time. Equilibrium is set in 2072 in Libria, a city state established by the survivors of World War III that devastated the world, where a totalitarian government requires all citizens to take daily injections of "Prozium" to suppress emotion and encourage obedience. All emotionally stimulating material has been banned, and "Sense Offenders" – those who fail to take their Prozium – are put to death, as the government claims that the cause of all wars and violence is emotion. Libria is governed by the Tetragrammaton Council, led by "Father", who is seen only on giant video screens throughout the city. At the pinnacle of Librian law enforcement are the Grammaton Clerics, who are trained in the martial art of gun kata. The Clerics frequently raid the "Nether" region outside the city to search for and destroy illegal materials – art, literature, and music – and execute the people hiding them. In a bleak post-apocalyptic future, most of Earth's water has been controlled. The Eco Protectorate, a para-military organization, governs the planet's new order. Orphan children, mostly teenagers, live in orphanages created by the Protectorate, designed to indoctrinate new recruits into their service. The orphans play a rough sport which is a hybrid of lacrosse and roller-hockey. Playing is the only thing that unites them other than the futile attempts of the Protectorate to control them. In 1943 Tibet, a Tibetan monk is informed that he has fulfilled the prophecies made of him, which include forgoing his name. He is then entrusted by his master with the protection of a Scroll which contains knowledge by which the reader becomes the most powerful of living things, a protection that will keep him youthful and immunize him to injury until, at the close of 60 years, he must pass the knowledge to an heir. The master, who has formerly been the guardian of this Scroll, is killed by German soldiers shortly after the transfer. His pupil, the now nameless Monk, escapes the Nazis.
