The film begins in Paris around the year 1902 when Claude Roc and his widowed mother are visited by Ann Brown, daughter of an old friend. Ann invites Claude to spend the summer on the coast of Wales with her widowed mother and sister Muriel. While she enjoys Claude's company, her hope is that he may be a husband for her introverted sister. In the event, Claude and Muriel do start to fall in love and Mrs Brown, with the agreement of Madame Roc, says they must live apart for a year.
Researcher Beth Wakefield, (Prebble), works for ScopaMed Pharmaceuticals. She accidentally discovers the pharmaceutical company she works for had developed a cure for cancer many years earlier. They haven't released it because that would destroy their chemotherapy drug sales. She must now escape and release the cure to world while the company tries to stop her.

There were those who called him Icarus. Everyone else knew him as a divorced father working for an investment company. But they didn't know his other side his dark side. Because Icarus (Dolph Lundgren) was at his best when he was killing people. For years, he'd worked as a sleeper agent in America but when the Soviet Empire collapsed, he found himself in a foreign country with no one to trust.
A team of environmentalists, including a reporter, her camera man, and an environmentalist's famous girlfriend charter a boat and with the captain, sail to a military island. They suspect the island is hosting to illegal activities. Upon arrival, however, they find no one. They finally reach a deserted house, where they find Dr. Susan Richardson, who tells them that everyone on the island is dead, including her father. Richardson's team were working on a compound that could make edible plants grow to super size, however the military intervened with plans of their own. They wanted to test the compound's effects on animals, and proceeded to feed it to several Komodo dragons and cobras.
Physics professor Zach Shefford (Grayson McCouch) has regarded his telekinetic gifts as a curse rather than a blessing. This sentiment is obviously not shared by ruthless Pentagon agent Raymond Addison (Louis Gossett Jr.), who recruits Shefford for a dangerous mission in which his "second sight" talents will be taxed to the utmost. It seems that, back in 1977, Addison had overseen Project Momentum, wherein dozens of telekinetics were brought together ostensibly for the purpose of benefiting mankind. But the project got out of hand when the participants' powers became too powerful and deadly, forcing Addison to kill them all.
Detective Sam Dietz (Leo Rossi) must yet again find and stop another serial killer who kills women in ritualistic executions. Detective work for Dietz is tough having to juggle two women, one of them his new female partner Jessica (Colleen Coffey), and the other a psychiatrist Sara Lee Jaffee (Famke Janssen) who holds the key to the case.

They find her in Teresa, a college girl with a talent for mathematics. She is captured and tattooed. She soon escapes leading the crooks on a merry chase. Joining in the hunt for Teresa is an FBI agent and her new boyfriend.

Parolee Ben Jordan has spent the past fifteen years behind bars for his pregnant wife's murder. He is monitored by his parole officer Lee Samuels and social worker Laura Mathews after he is released. Mathews begins looking into his case and becomes convinced that he was convicted under circumstantial evidence and starts becoming convinced of his innocence in the crime. Before long she starts falling for him, but this is far from wise, since even if he is innocent, Mrs Jordan's real murderer may soon come a calling.

Sam Dietz (Leo Rossi) is a rookie Los Angeles detective recently transferred from New York City. He is paired up with veteran detective Bill Malloy (Robert Loggia) in order to find and stop a serial killer. The killer is Arthur "Buck" Taylor (Judd Nelson), the son of a former LAPD cop whose motive for killing is frustration over not having been accepted to the force and failure in the eyes of his father. Taylor chooses his targets by randomly looking up their names in the phone book and skillfully covering up his tracks by using his skills and knowledge that he learned while on the force. While in pursuit of Taylor, both Dietz and Malloy become his next planned targets for murder.
A clan of terrorists, of all backgrounds and types, seize the "Thunderblast" top-secret super tank, hiding it in Mexico. The task of recovering it is entrusted to "Bulletproof" Frank McBain, a former secret agent and current cop. Gary Busey plays McBain, the stereotypical die-hard main character in this film, as he attempts to recover the Thunderblast and his ex-girlfriend.
One of the men of dangerous Tanaka has subtracted a statuette that he had planned to use as a peace offering between local Yakusa and the rival Chinese Tong. It hired two private investigators for the exchange of bailout money to restore the statue, but the business to recover the statue gets worse and Clay Roth is killed. This infuriates the Roth brothers and father, all combat veterans, and go in search of justice
