Headed towards Hollywood, Rex (Richard Grieco) is a mentally ill drifter with a penchant for balls-to-the-wall gunplay. John Baker Jr. (Lukas Haas) is a boy bored with his life at an upper middle class boarding school, and the prospect of his future running the family grocery store chain. He no longer sees the point in school, stating what's the difference if he gets a zero attendance for being three minutes late or skipping the whole class so he might as well skip the class. Now close to graduating from boarding school, his life is turned upside down when he rescues Patty Vare (Winona Ryder), a young woman he finds lying unconscious in a field. Patty regains consciousness that evening in John's dormitory. She stays awake long enough to tell him she will not go to a doctor, and then passes out and does not awaken until the next morning. She seems to recover completely and to be grateful for John's assistance; the two begin a romantic voyage of self-discovery. This is not without its problems, as other boys in the dorm quickly find out she is being hidden in his room, leading up to a dramatic confrontation with Baker's close friends where his 'best friend' becomes enraged and punches a wall, breaking his hand, while the two continue to argue over the reason as to why Baker has hidden her in his room.

Johnny Utah is a former Ohio State Buckeyes quarterback and rookie FBI Agent. He is assigned to assist experienced agent and veteran, Angelo Pappas, in investigating a string of bank robberies by the "Ex-Presidents"; a gang of robbers that wear face-masks depicting former US presidents Ronald Reagan, Richard Nixon, Lyndon B. Johnson, and Jimmy Carter to disguise their true identities. They only raid the cash drawers in the banks that they rob—never going for the vault—and are out within 90 seconds. Pursuing Pappas' theory that the criminals are surfers, Utah goes undercover to infiltrate the surfing community. He concocts a story to persuade orphaned surfer Tyler Endicott to teach him to surf, she having saved him from drowning. Through her he meets Bodhi, the charismatic leader of a gang of surfers comprising Roach, Grommet, and Nathaniel. The group are initially wary of Utah, but accept him when Bodhi recognizes him as the former college football star. As he masters the art of surfing, Utah finds himself increasingly drawn to the surfers' adrenaline-charged lifestyle, Bodhi's philosophies, and Tyler. Following a clue retrieved by analyzing toxins found in the hair of one of the bank robbers, Utah and Pappas lead an FBI raid on another gang of surfers. Despite their criminal records, these surfers turn out to not be the Ex-Presidents and the raid inadvertently ruins a DEA undercover operation.

Sue Ellen Crandell is a 17-year-old high school graduate who, due to a lack of funds, cannot go to Europe for the summer with her friends. However, Sue Ellen remains optimistic about a summer of freedom with her siblings: stoner Kenny, tomboy Melissa, ladies man Zach, and TV fanatic Walter, while their mother travels to Australia with her boyfriend. Much to Sue Ellen's dismay, her mother hires a live-in babysitter, Mrs. Sturak, a seemingly sweet, humble old woman who assures Mrs. Crandell that she can take care of all five children. As soon as Mrs. Crandall leaves, Mrs. Sturak shows her true colors as a tyrant, quickly drawing the ire of the children. However, she later dies of a heart attack. When her body is discovered by Sue Ellen, the children agree to stuff the babysitter in a trunk and drop her off at a local funeral home and keep her car. They discover that the envelope given to Mrs. Sturak by their mother with their summer money is empty; she had it on her when they delivered her body to the funeral home.
