DreamWorks Classics, formerly known as Classic Media, is an American animation studio, production and brand licensing company owned by DreamWorks Animation. It was founded as Classic Media in May 2000 by former Broadway Video executives Eric Ellenbogen and John Engelman. The studio's library consists of acquired intellectual property catalogs and character brands as well as the licensing rights for various third-party properties. In 2012, DreamWorks Animation acquired Classic Media from its owner Boomerang Media and renamed it DreamWorks Classics.

The film opens with a slight introduction from the main hero of the film, Underdog who introduces the audience to himself, his arch-nemesis Simon Barsinister, and Barsinister's henchman Cad. The film then enters into Capital City Town Hall, where a beagle on the police bomb squad sets off a false alarm after smelling a large ham (in some boxes near where the mayor was giving a speech). After being shunned by his fellow police canines, the beagle leaves in shame and is abducted off the street by Cad, who takes him to Simon's lab. Simon is bitter against the mayor, who has turned down his proposal for a type of genetic experimenting for the city, and plans to prove him wrong by testing his new serum on the beagle. However, Underdog escapes and runs amok in the lab, causing a fire and accidentally becoming exposed to a variety of DNA concoctions and chemicals that Simon developed, which modifies his DNA and gives him the strength to break through the metal door to the lab. After witnessing his work's "success" Simon is stunned when a burning monitor falls onto him, and Cad rushes to his aid.

At the beginning of the story, we see Frosty’s hat escape from a locked chest in an attic, fly out a window, and descend on the picture perfect town of Evergreen. 1964 saw the cancellation of The Rocky and Bullwinkle Show and life became rather miserable and melancholy for Rocket "Rocky" J. Squirrel and Bullwinkle J. Moose. Bullwinkle and Rocky head out to address the President of the United States regarding their situation, but are stopped for six months by red tape. Meanwhile, their enemies Fearless Leader, Boris Badenov, and Natasha Fatale lose power over Pottsylvania and dig to a Hollywood film studio where they convince an executive Minnie Mogul (Janeane Garofalo) to sign a contract giving her rights to the show, and the villains are transformed from their two-dimensional cel animation origins, and become live-action characters (portrayed by Robert De Niro, Jason Alexander, and Rene Russo). The klutzy FBI agent Karen Sympathy (Piper Perabo) and her boss Cappy von Trapment (Randy Quaid) inform President Signoff (James Rebhorn) that Fearless Leader intends to make himself the President by brainwashing the American public with his cable television network "RBTV" (short for "Really Bad Television"), with virtually nothing but mediocre spy film-based programming on the air. Karen is sent to a special lighthouse to bring Rocky and Bullwinkle to the real world. She succeeds, the Narrator being brought along as well but never being physically seen.

Linda Blair stars as a 14-year-old runaway who, after getting arrested one too many times, is sentenced to do time in a girls' juvenile detention center, which doubles as a reform school for the girls. Blair's character, Christine Parker, comes from an abusive home. Her father (played by Richard Jaeckel) beat her on a regular basis, which caused Chris to run away many times. Her mother (Kim Hunter) is just as troubled as Chris is; unfeeling, sitting in her recliner, watching television and smoking cigarettes all day, and in denial as to what her husband is doing. While the movie had a morality play tone, calling attention to the harsh conditions of juvenile detention centers, it also blamed society for Christine's downfall.
