Agent John Keller (Daniel Bernhardt) goes undercover into the tough prison known as Fuego Penal to find out about the corpses of prisoners disappearing without a trace. There he gets involved in a dangerous tournament arranged by a man named Justin Caesar (Ivan Ivanov), where the prisoners are forced to fight to death. The tournament has only one rule: There are no rules.
Giles De'Ath (John Hurt) is a British writer who doesn't use or understand anything modern. One day, he forgets his keys and locks himself out of his flat. It begins to rain, so he goes to see an E. M. Forster movie but, instead, accidentally enters the wrong theatre and sees the teen flick Hotpants College II starring Ronnie Bostock (Jason Priestley). He becomes instantly infatuated with Ronnie's beauty and obsessed with the young actor. He goes to his movies in the cinema, buys teen magazines and cuts out pictures of him, and buys a VCR and TV in order to play rented video tapes of his movies. He lets his housekeeper come into his office less and less, so that he can do these things undisturbed.

The film begins at Pete and Dolly's, a small roadside diner/tavern in sleepy upstate New York, where thirty-something Victor (Pruitt Taylor Vince) is a cook employed by his mother, Dolly (Shelley Winters), the owner of the restaurant. Dolly spends most of her time sitting in a chair in the back of the kitchen, reminiscing about her late husband and antagonizing waitress Delores (Deborah Harry), a lonely woman who has worked at the restaurant for fifteen years, and also had a meaningless affair with Dolly's husband.
Caesar is having a hard time dividing his time between his band and his rich girlfriend, Buffer, whose father hates him. Buffer's father calls Caesar in to make a bet: If Caesar makes $100,000 within six months, he can have Buffer; if he does not, he is banished from her life.
Paul Kersey (Charles Bronson) returns to New York City under the name Paul Stewart. He is invited by girlfriend Olivia Regent (Lesley-Anne Down) to a fashion show. The film opens outside the Winthrop house from the first film, only this time it is swarming with police officers and medical technicians. Howard is being wheeled into an ambulance because he has three deep gashes in his chest, Tanya is put into a police car, and Randolph is carrying Joshua Winthrop's book of spells, which he gives to Howard for safe keeping. Randolph confronts the Dean of the university about the house, who tells him not to dabble in things that he could never understand. Then Randolph goes to Professor Warren, who agrees to help.
A young boy, Mikey, sets newspapers on fire in his basement. He blames his younger sister, Beth, when his foster mother admonishes him. His foster mother Grace Kelvin disciplines him and he yells at Beth, taking her doll and throwing it in the pool. When Beth reaches to get it, Mikey causes her to fall into the pool and drown. Mikey is secretly taping everything. He goes upstairs and overhears his mother telling a friend on the phone that adopting Mikey was a bad idea. The phone dies and Mikey walks in. Startled, his mother yells at him to get out. Mikey picks up her blow dryer and turns it on, and begins to taunt her. He throws it and she is instantly electrocuted. Mikey goes downstairs and pours a bunch of marbles onto the floor. When his foster father Harold arrives home, he rushed out to greet him as if nothing has happened. They sit and chat for a moment when he sees his dead daughter floating lifeless in the pool. In a frantic state he rushes towards the door but slips on the marbles Mikey had laid down earlier. Mikey proceeds to beat him in the head with a baseball bat. Soon after, the police have arrived to find Mikey "hiding" in a closet. He tells them a man came in and killed his family.
