Synopsis

The film takes a look at the 109th United States Congress. When it convened there were fourteen women in the Senate: Barbara Boxer, Maria Cantwell, Hillary Rodham Clinton, Susan Collins, Elizabeth Dole, Dianne Feinstein, Kay Bailey Hutchison, Mary Landrieu, Blanche Lincoln, Barbara Mikulski, Lisa Murkowski, Patty Murray, Olympia Snowe, and Debbie Stabenow. The documentary features interviews with several people, including the Senators' family members, Delaware Senator Joe Biden, and singer Alanis Morissette.

The Island of Bougainville is located in the Solomon Islands archipelago but is a territory of Papua New Guinea. The film begins with a series of security footages of armed bank robberies (one of the robbers was on a crutch) accompanied by the song Louie, Louie. Moore then uses an Encyclopædia Britannica archive video to compare and view modern-day America with the Roman Empire, by juxtaposing depictions of the fall of the Roman Empire with similar modern-day American issues. The film then depicts home videos of families being evicted from their homes, as well as the "Condo Vultures," a Florida real estate agency whose business flourished with the increasing number of foreclosures.

The town, with a population of 1,500, was set to be divided and encircled by the barrier, losing 300 acres of land and 3,000 olive trees. These trees were not only critical for economic survival but also sacred to the town’s intergenerational history. The film tells the story of Ayed Morrar, a Palestinian whose work for Fatah had led to five detentions in Israeli jails, but whose momentous strategic decision that the barrier would be best opposed by nonviolent resistance had far-reaching ramifications.

To a large extent, the film consists of interviews with genocide survivors, many of whom were children in 1994. In all, over thirty survivors, perpetrators, and experts were interviewed for the film. In these interviews, the survivors discuss what it means to be a Rwandan and to live next door to people who killed their families. The survivors describe how they deal with their country's request that they forgive one another and move on, so that Rwanda can rebuild and unify itself. Perpetrators' views illuminate the madness that seized the culture in 1994; exploring the experience of apologizing to victims, and examining what it is like to be looked at as a murderer in Rwandan society.
