Synopsis

Popular Democratic President Andrew Shepherd (Michael Douglas) is preparing to run for re-election. The President and his staff, led by Chief of Staff and best friend A.J. MacInerney (Martin Sheen), attempt to consolidate the administration's 63% approval rating by passing a moderate crime control bill. However, support for the bill in both parties is tepid: conservatives do not want it, and liberals think it is too weak. If it passes, however, Shepherd's re-election is presumed by his staff to be a shoo-in, and Shepherd resolves to announce the bill, and the Congressional support to pass it, by the State of the Union.

Recently widowed Benjamin Mee (Matt Damon), still grieving his loss and dealing with the expulsion of his 14-year-old son, Dylan (Colin Ford), from school, decides to make a fresh start by buying a new house. He tours many houses with his 7-year old daughter, Rosie (Maggie Elizabeth Jones), and his realtor, Mr. Stevens (J.B. At his son's wedding party, Edward Bloom (Albert Finney) tells the same tall tale he's told many times over the years: on the day Will (Billy Crudup) was born, he was out catching an enormous uncatchable fish, using his wedding ring as bait. Will is annoyed, explaining to his wife Joséphine (Marion Cotillard) that because his father lives in a fantasy world and has never told the straight truth about anything, he felt unable to trust him. He is troubled to think that he might have a similarly difficult relationship with his future children. Will's relationship with his father becomes so strained that they do not talk for three years. But when his father's health starts to fail from cancer, Will and the now pregnant Joséphine return to his hometown in Alabama to visit. She shows Don Price and another boy how they were going to die. They run away, frightened. When the witch shows Edward his death in her glass eye, he accepts it without fear. The "Minutemen", a team of costumed crime fighters, was formed in 1939 in response to a rise in costumed gangs and criminals; the "Watchmen" was similarly formed decades later. Their existence has dramatically affected world events: in particular, Doctor Manhattan's superpowers help the United States win the Vietnam War, resulting in President Richard Nixon being reelected. Doctor Manhattan gives the West a strategic advantage over the Soviet Union, which by the 1980s threatens to escalate the Cold War into a nuclear war. During that time, growing anti-vigilante sentiment in the country leads to masked crime-fighters being outlawed. While many of the heroes retire, Doctor Manhattan and the Comedian operate as government-sanctioned agents, and Rorschach continues to operate outside the law.
