The screenplay by Wilder, Charles Brackett, and Richard L. Breen is based on a story by David Shaw adapted by Robert Harari. The film is about a United States Army captain in occupied Berlin who is torn between an ex-Nazi cafe singer and the United States congresswoman investigating her. Though a comedy, there was a cynical, serious tone to the overall project.
Synopsis
In 1947, a United States congressional committee which includes prim Phoebe Frost of Iowa (Jean Arthur) arrives in post-World War II Berlin to visit the American troops stationed there. Phoebe hears rumors that cabaret torch singer Erika von Schlütow (Marlene Dietrich), suspected of being the former mistress of either Hermann Göring or Joseph Goebbels, is being protected by an unidentified American officer. She enlists Captain John Pringle (John Lund) to assist in her investigation, unaware he is Erika's current lover.Actors

Sir Wilfrid Robarts (Charles Laughton), a master barrister in ill health, takes on Leonard Vole (Tyrone Power) as a client, despite the objections of his private nurse, Miss Plimsoll (Elsa Lanchester), who says the doctor warns him against taking on any criminal cases. Vole is accused of murdering Mrs. Emily French (Norma Varden), a rich, older widow who had become enamored of him, going so far as to make him the main beneficiary of her will. Strong circumstantial evidence points to Vole as the killer, but Sir Wilfrid believes Vole is innocent.

Chicago Examiner reporter Hildebrand "Hildy" Johnson (Jack Lemmon) has just quit his job in order to marry Peggy Grant (Susan Sarandon) and start a new career, when convict Earl Williams (Austin Pendleton) escapes from death row just prior to his execution. Earl is an impoverished, bumbling leftist whose only offense is stuffing fortune cookies with messages demanding the release of Sacco and Vanzetti, but the yellow press of Chicago has painted him as a dangerous threat from Moscow. As a result the citizenry are anxious to see him put to death.

For the past ten years, Baltimore industrialist Wendell Armbruster, Sr. has been spending a month at the Grand Hotel Excelsior in Ischia, allegedly to soak in the therapeutic mud baths for which the resort island is known. When he is killed in an automobile accident, his straitlaced son Wendell Armbruster, Jr. journeys to Italy to claim his father's body. Upon arrival he discovers his father was not alone in the Fiat he was driving; with him was his British mistress, whose daughter, free-spirited London shop girl Pamela Piggott, also is on the scene, though she clearly knew of their parents' clandestine romance beforehand. Hotel manager Carlo Carlucci attempts to smooth things over, taking on all the arrangements for the body to be taken back to Baltimore in time for burial in just three days time.

Richard Sherman (Tom Ewell) is a nerdy, faithful, middle-aged publishing executive with an overactive imagination and a mid-life crisis, whose wife Helen (Evelyn Keyes) and son Ricky (Butch Bernard) are spending the summer in Maine. A tomato plant then crashes into his lounge chair; the woman upstairs apologizes for accidentally knocking it over, and Richard invites her down for a drink.
