Lainie Wheeler vient de sortir d'un centre de réhabilitation où elle avait été internée pour abus de drogues. La jeune femme était, en effet, dépendante aux narcotiques, à cause de son travail. Émotionnellement fragile, Lainie supportait de moins en moins de voir la souffrance et la mort emporter les personnes pour lesquelles elle œuvrait dans un hospice. Aujourd'hui rétablie, Lainie est prête à repartir du bon pied et à retrouver ses deux filles, placées dans une famille d'accueil durant son absence. Mais tout ne tarde pas à basculer... Alors qu'elle rentre chez elle après son premier jour de travail, Lainie tombe en
panne sur une route de campagne. Quelques minutes plus tard, un automobiliste lui propose son aide. Il s'agit de Harry Brewer, un joueur de base-ball célèbre. Lainie accepte de l'accompagner jusqu'à un château isolé afin de pouvoir appeler un dépanneur.

Set, like the previous films, in the fictional port town of Blue Bay, Marie Clifton (Laine) is set to inherit two beautiful diamonds, called the "mother and daughter". In a big city, Beth Welland is a divorced woman working as secretary in a law firm having problems with her boss and also financial difficulties to raise her ten-year-old handicapped beloved son, Benji. Former U.S. Marine Corps scout sniper Thomas Beckett (Tom Berenger), who was discharged after his finger was amputated in the first film, is met by CIA officer James Eckles (Dan Butler) and Colonel David McKenna (Linden Ashby) at his home. Beckett is introduced to his spotter, Jake Cole (Bokeem Woodbine), an experienced U.S. Army sniper who is on death row for killing a federal officer who allegedly betrayed Cole's unit and had them killed during a mission. But Cole is released and offered to be pardoned if he takes part in the mission.

Computer whiz kid Will Farmer's (Matt Lanter) neighbor Massude comes to Will having a problem with his computer. Little does he know that the online game he plays is actually part of a sophisticated piece of U.S. government spyware designed to find potential terrorists based on how well they perform and bet on the games. The spyware program is run by a new, advanced artificial intelligence system called R.I.P.L.E.Y. (an acronym that is not explained in the film, nor by its makers), which has ultimate control over every American electronic system in order to combat terrorism.
