Synopsis
A witness against the Mafia is being secretly held until the trial when a violent attempt against her that kills several of her guards, as well as her husband, is made. She disappears and Chris Lecce (Dreyfuss) and Bill Reimers (Estevez) are called upon due to their excellent surveillance record, to stake out a lakeside home where she is believed to be. Unlike their earlier stakeout, this time they are accompanied by Gina Garrett (O'Donnell) from the DA's office and her pet rottweiler 'Archie', covered as husband, wife and son.Actors

Detectives Chris Lecce (Richard Dreyfuss) and Bill Reimers (Emilio Estevez) are assigned to the night shift on a stakeout of Latina waitress Maria McGuire (Madeleine Stowe). Maria's former boyfriend Richard "Stick" Montgomery (Aidan Quinn) has escaped from a prison following a brawl with several guards. The FBI asks for their full cooperation in the capture of Montgomery. They also begin to realize that his cousin is helping him get to Seattle. A serial killer/vigilante known as the "Party Crasher" (Stephen Lang) telephones the police, notifying them that he is about to murder another individual at a night club, daring them to stop him. Police converge on the night club, but the officers, including tough but cynical NYPD cop Lieutenant John Moss (James Woods), are unable to stop the gunshot killing of a local drug dealer. The Party Crasher flees in the ensuing chaos, and Moss is thrown off a car while trying to stop the killer. While Moss has his injuries tended to, he barks some obscene comments at media members and cameras.

John Tunstall (Terence Stamp), an educated Englishman and cattle rancher in Lincoln County, New Mexico, hires wayward young gunmen to live and work on his ranch. Carl Taylor (Sheen) and James St. James (Estevez) are a pair of troublemaking garbagemen who dream of owning a surf shop. Bounty hunter Jack Walsh (De Niro) is enlisted by bail bondsman Eddie Moscone (Pantoliano) to bring accountant Jonathan "The Duke" Mardukas (Grodin) back to L.A. Walsh is then approached by FBI Agent Alonzo Mosely (Kotto), who wants Mardukas to be a witness against Serrano and orders Walsh to keep away from Mardukas, but Walsh takes no notice and instead steals Mosely's ID, which he uses to pass himself off as an FBI agent along his journey. Serrano’s henchmen Tony (Richard Foronjy) and Joey (Miranda) offer Walsh $1 million to turn Mardukas over to them, but he turns them down.

In Los Angeles, Billie York (an uncredited Whoopi Goldberg) is murdered by a man dressed as a Wilderness Girl because she possesses a microfilm with the recipe to turn cocaine into Wilderness Girls cookies and she won't hand it over to the ones that seek it. Her former partner, Wes Luger (Samuel L. Jackson), takes the case in an attempt to avenge her death. As part of the terms for letting Luger taking the case, psychotic burned-out narcotics agent Jack Colt (Emilio Estevez) is assigned to the case with Luger. Under the advice of their captain (Frank McRae), they meet Dr. Harold Leacher (F. Murray Abraham) who informs Jack that the case has something to do with General Mortars (William Shatner) under whom Jack had worked during his days in Vietnam. Following Leacher's advice they pursue the villains, however, before the villains are apprehended, Luger must journey into his past to realize the right thing to do.

In 1950, attorney Charles Phalen is contacted by an elderly man named "Brushy Bill" Roberts. Brushy Bill tells Phalen that he is dying and wants to receive a pardon that he was promised 70 years before by the Governor of New Mexico. Slate and Co. Although the child is initially difficult to control due to being raised by Mastadons, as well as being superstrong, he eventually warms up to his new family. Barney vows to repay his friend, but Fred is visited by his mother-in-law, Pearl Slaghoople (Elizabeth Taylor), who objects to his decision. However, Fred's wife Wilma (Elizabeth Perkins) remains supportive of his decision.
