Inspector Shankar (Biswajeet) is assigned to investigate the mysterious death of Sunder Singh (Sujit Kumar), whose ship wrecks on a stormy night. Sunder was off to marry Sheila (Mala Sinha), the daughter of his mother's (Nirupa Roy) childhood friend who had long died. Sheila was raised by her father, who dies of a heart attack when he comes to know of Sunder's death. Sunder's mother decides to take Sheila to live with her. In denial of her son's death, Sunder's mother keeps doing various acts in madness. She keeps serving food for Sunder, talks with his photos, and keeps feeling that her son has returned. Meanwhile Shankar and Sheila fall in love. But in her madness Sunder's mother starts preparations of Sunder's wedding with Sheila. Sunder's face-burnt body is found and the mystery continues whether his death was an accident or a murder.

A newspaper editor, Shrivastav, is killed when he was about to expose the underworld links of a very rich and influential person. He calls over his friend, Inspector Shekhar, to talk to him about the threat he receives from the underworld. Srivastav dies by the time Shekhar arrives. He remembers that he saw a suspicious person by the elevator and borrows a lady's car to chase him. The lady (Shakila) throws a fit (and even throws the car keys in the mud when it is raining outside) and they lose the chase. In the morning the two return home when they find the keys. Meanwhile, on the crime scene, petty pickpocket Master (Johnny Walker) is found at scene and confesses seeing the whole murder. Shekhar uncovers some of the gang, and Master identifies the killer (Mehmood) who is put in jail.

Nandu lives in a small town with his widowed mother. He is friendly with a young girl, Kamli. Kamli's father falls ill and hence her family relocates to a bigger town, Ambala. Years later, Kamli's father passes away and they return. Nandu and Kamli fall in love and want to marry. When Nandu's mother goes to meet Kamli's uncle, she is humiliated because of their poverty. Nandu then decides to join the army, with the hope that her uncle will consider him suitable enough to get Kamli married to him. But when he returns, Kamli is set to marry someone else. He then goes back to the army to try to forget Kamli. He is surprised to find that his superior officer, Ram Singh, is Kamli's husband. Disappointed with his fate, he knows not what to do. The war starts and he is called for it. But before going on war, Kamli takes a promise from him to protect her husband, which he does. And when Ram Singh asks a dying Nandu why he risked his life to save him, his last words are, "Usne Kaha Tha" [she had commanded so], giving the raison d'etre of the name of the film.

The Munim (Clerk) in Ranimaa's family lives with his son, Kaushal and daughter, Madhavi. After he passes away, Ranimaa brings up both children as her own, along with her only son, Rajesh. Years later, Rajesh has grown up and is of marriageable age. He meets with beautiful Bhanu Saxena and both fall in love with each other. Shortly thereafter, in a boating accident, Kaushal passes away, leaving behind a devastated Madhavi, Rajesh, who blames himself for his death, and Ranimaa. A few months later, Rajesh gets married to Bhanu and she moves in with them. Bhanu dislikes Madhavi and would like her out of the way, she goes to the extent of accusing her of having an affair with her husband. Under pressure, Madhavi goes to kill herself, and is rescued by a young man named Moti. Rajesh likes Moti and would like him to marry Madhavi, to which he agrees. After the marriage, Madhavi bids adieu to Ranimaa, and Rajesh, and moves in with Moti. What Madhavi does not know that Moti had an agenda and an ulterior motive for marrying her, and it looks like she has been dumped from the frying pan into the fire.

Rajesh is a scientist. He is injured following instructions of Dr Sharma in a secret experiment & granted leave. Rajesh lives with his dog, cook Bhola and loves Rita. Rajesh reaches office on being called by Sharma but finds him murdered. Rajesh goes to call the police & returns with them to find the body missing. Intelligence chief Mr Roy & his assistant Mr D'Mello ask Rajesh to take the murder blame of Sharma so that miscreants after Sharma's research can be caught. Roy devises an escape plan for Rajesh but it goes wrong & Rajesh is kidnapped by Shetty and taken to Mozambique. Rajesh is imprisoned and a look alike named Garson is sent to India. Garson is with blue eyes and a voice different from Rajesh's. Garson uses contact lenses and gets a neck cut to portray lost voice. His unconscious body is found in an Indian sea. Rita accepts him as Rajesh although she has some misgivings after he touches the feet of another lady instead of Rita's mother. Rita is pregnant with Rajesh's baby. Garson is given a similar mole as Rajesh. Rajesh's dog and cook realise what has happened, so Garson kills them to avoid their exposing him. The authorities are also less trusting. Rest needs to be seen.

Ganga (Geeta Bali is a comes from a poor family and lives with her father, sister Madhu, and brother Pappu.
